Apply for Jobs at Kaberamaido District Local Government

Applications are invited from suitably qualified Ugandans to fill the vacant posts, which exist in Kaberamaido District Local Government.

Applications should be submitted in triplicate on Public Service Commission Form No. 3 (2008) Revised to the Secretary, District Service Commission, P.O Box 94 Kaberamaido.

Deadline: Friday, 3rd January 2014.

Application forms are obtainable from any office of the Secretary District Service Commission of any District in Uganda or from Public Service Commission – Kampala. Applications should bear the title of the post applied as well as the Reference No. specified against the vacancy and the telephone contact. Applicants should attach all the necessary supporting documents and recent Passport size photographs to each application form.

Qualifications from only recognized awarding institutions shall be considered. Applicants should submit only photocopies of their documents, NOT originals. Applicants already in employment should route their applications through their Heads of Departments who should e informed of the closing date to avoid delays.

DEPARTMENT: ADMINISTRATION
Job Title : Principal Human Resource Officer (Administration)

Reports to : Chief Administrative Officer

Key Duties
• Initiates, develops, and implements Human Resource policies, regulations and practices in the Local Governments;
• Prepares plans and budgets for the Human Resource Sub-sector;
• Prepares submissions for the appointment, confirmation, discipline, transfer of staff in the District Local Government;
• Manages and maintains the payroll and staffing control system in the District Local government;
• Advises and counsels staff on career development;
• Provides technical support to departments on the interpretation of Public Service Standing orders, Human Resource Policy, staff regulations and other relevant human resource issues;
• Processes submissions for terminal benefits of staff and forwrding to the relevant authorities for the necessary action; and
• Appraises performance of staff in the Human Resource Sub-sector

Person Specifications
• An Honors Bachelors Degree in Human Resources/Personnel Management or Social Work and Social Administration (SWSA) or Management Science or any Social Sciences (with personnel Management/Human Resources Management as an option) or Arts (with Personnel Management/Human Resources Management as an option) from a recognized University/Institution.
• A post-graduate Diploma in Human Resource Management or Public Administration and Management from a recognized University/ Institution.
• Possession of a Masters Degree in Human Resource Management or Business Administration (Human Resources Management option) or Public Administration and Management shall be an added advantage.
• At least six years of professional working experience three of which should have been in the field of Human Resource Management at a Senior Personnel Officer level or Senior Human Resources officer in a public or a reputable Private organization
• Should have competences in Planning, organizing and coordinating; Managing Employee Performance, Human Resource Management; Team Work; Communication; Ethics and Integrity; and Concern for quality and standards.
Job Title : Principal Assistant Secretary (PAS)

Reports to : Deputy Chief Administrative Officer

Key Duties
• Coordinates the preparation of audit query responses and initiates actions on PAC directives;
• Manages, updates and monitors inventory of equipment, fixtures and logistics in the District;
• Produces quarterly and annual performance reports for the Administration Department;
• Compiles responses for the CAO to queries raised in Council meetings and writing speeches for CAO and other superiors;
• Enforces accountability for financial and other public resources in the District;
• Monitors and evaluates departmental activities and projects to ensure proper service delivery;
• Performs any other duties as may be assigned from time to time.

Person Specifications
• Should have an Honors Bachelors Degree in Social Sciences, Development Studies, Social Work and Social Administration or Arts or Management or Law or Commerce (Management option) or Business Administration (Management option) or Business Studies (Management option) or Management Science plus a Certificate in Administrative Law and post graduate Diploma in Public Administration and Management from a recognized University or Institution.
• Should have a working experience of at least six (6) years, three of which should have been at the level of Senior Assistant Secretary or Senior Officer Level handling administrative duties in Government or equivalent level of experience from a reputable organization.

Job Title : Sub County Chief (Senior Assistant Secretary)

Reports to : LC III Chairperson and Chief administrative Officer

Key Duties
• Manages implementation of all Districts bye-laws and Government policies, projects, programmes and lawful directives.
• Carries out general administration of the sub-county in conformity with Government regulations and policies; District Ordinances or bye-laws; and Trust Fund or Secretariat by lower Councils;
• Collects and accounts for Local Government revenue in the sub-county;
• Executes orders and warrants issued by any court of competent jurisdiction;
• Assists in the prevention of crime and maintenance of law, order and security in the sub-county;
• Provides technical support to the Local Council III in planning, budgeting and implementation of Government programmes; and
• Supervises and monitors implementation of socio-economic development projects.

Person Specifications
• An Honors Bachelors Degree in Social Sciences, Development Studies, Social Work and Social Administration or Arts or Business Administration/ Business studies (Management option) or Bachelor of Management Sciences, from a recognized University.
• A certificate in Administrative Officer’s Law from a recognized institution plus a Post Graduate Diploma in Public Administration and Management from a recognized University/Institution.
• Should have at least three (3) years of experience as an administrative officer in a public or reputable organization.
• Should have competences in planning, organizing and coordinating, accountability, public relations and customer care, communicating effectively; ethics and integrity; and concern for quality and standards.
Job Title : Driver

Vacancies : 4 (Four) Salary Scale: U8
Reports to : Officer assigned

Key Duties
• Drives vehicles for official duty and assignments;
• Carries out basic maintenance and cleanliness of the vehicle;
• Reports major technical mechanical faults to the supervising officer;
• Ensures the safety of the vehicle while on duty.

Person Specifications
• Uganda Certificate of Education (UCE) with a pass in English Language;
• Valid Driving Permit of Class C or D.
• Should have competences in basic knowledge of mechanical and vehicle maintenance; clean driving record; Public Relations and customer care; time management; and flexibility.
Job Title : Office Attendant

Reports to: Officer assigned

Key Duties
• Cleans office premises and ensures that the offices are properly locked;
• Collects and delivers office items, documents, mail and parcels as instructed;
• Prepares and serves tea to officers; and
• Undertakes any official errands outside the office as instructed by the supervisor.
Person Specification
A Uganda Certificate of Education (UCE) with a pass in English Language. Should have competences in Records and Information Management, communicating effectively; Public Relations and customer care; and time
management.

DEPARTMENT: FINANCE, PLANNING AND AUDIT
Job Title : Accounts Assistant

Reports to : Senior Accounts Assistant
Key Duties
• Prepares vouchers;
• Assigns Invoice numbers to transactions for further processing;
• Records data and captures on the system;
• Provides Information on Electronic Fund Transfer and executes payments to Beneficiaries;
• Prepares payment advice form and compiles returns; and
• Posts vote books and subsidiary ledgers.
Person specification
• A minimum of a Diploma with a bias either in Accounting or, Financial Management or, Business Studies/Administration with Accounting and/or Financial Management as a subject obtained from a recognised awarding Institution. OR: Full Pre-professional Qualification in Accounting Qualification (ATC or CAT) awarded from recognised Institution.
• Should have ccompetences in Book Keeping; Ledger Management; Information Communication Technology; Accountability; Ethics and Integrity; and Time management.

Job Title : Physical Planner

Reports To : Senior Land Management Officer/ Town Clerk
Key Outputs
• Plans towns and trading centres in the District; guides developers in processing proper building plans;
• Enforces the Town and County Planning Act, 1964; and other relevant laws;
• Draws the structural land use layout; site plans for plot (building) developments and processing their approval; demarcates plots in towns/ trading centres;
• Inspects structures/ buildings in town/ trading centres to ensure compliance with the land use plan;
• Maintains the District planning information, equipment and records; and
• Performs any other duties as assigned from time to time.

Person Specifications:
• An Honors Bachelors Degree in either Physical Planning; Regional Planning; Urban Planning or any other relevant qualification from a recognized training Institution.
• Knowledge of computer software application packages especially Geographical Information Systems (G.I.S.) and Automated Computer Aided Design (AUTOCAD)
• Should have competences in Information technology; Accountability; Records and information management; Quality and standards; Communication; and Time management.
