Job Title: Chief Programmer

Joint Clinical Research Centre (JCRC) is a national Ugandan organization that was established in 1991 as a medical institution and HIV AIDS Centre of Excellence specializing in medical research, health care and training.

Key Duties and Responsibilities: 
  • Take ownership of the existing Microsoft Dynamics NAV 2009 ERP system at JCRC and customize it to meet the evolving business and reporting needs of JCRC
  • Take accountability and lead the upgrade of Microsoft Dynamics NAV 2009 to NAV 2013
  • Steer the implementation and subsequently take ownership of the patient medical records systems at JCRC
  • Take lead the implementation of and work with off-site contractors/ vendors in helping them maintain the laboratory information management system at JCRC
  • Offer overall technical leadership and direction to senior management staff at JCRC on all programming and application development issues
  • Steer and implement (hands-on) the systems integration efforts of the 3 systems to permit JCRC to effectively and efficiently move data between systems to meet business requirements.
  • Research, document, and implement program requirements and specifications
  • Consistently write, translate, and code software programs and applications according to specifications
                                     
Qualifications, Skills and Experience: 
  • The successful candidate should possess a Masters degree in computer Science, or similar academic training
  • Practical hands-on programming experience in Microsoft C# and .Net technologies in general
  • Demonstrated hands-on programming experience with web services written using Microsoft technologies. The idea candidate would have experience with current & recent internet technologies/concepts including SOAP-based .Net 2.0 web services and up (WCF, Web API), XML, WSDL, REST, MVC, etc.
  • Proven practical experience using Microsoft relational database technologies, i.e. Microsoft SQL Server, that includes: database normalization; writing complex queries, e.g. using inner joins, CTEs, etc.,; using ‘explain plans’ to analyze and tune queries, etc. A bonus if the candidate is familiar with SQL Server Reporting Services and/or SQL Server Integration Services
  • Significant experience in analyzing business processes, gathering requirements and developing code to meet those requirements
  • Demonstrated experience in integrating disparate information systems using industry-standard methods, tools and technologies
  • Bonus if experienced with industry-standard project management techniques and methodologies
  • Bonus if candidate has previous Microsoft Dynamics experience, e.g. NAV, AX, GP
  • Bonus if candidate understands general accounting concepts such as GL, AR, AP, PO, etc.
  • Possess a passion to take charge of and lead on IT technical issues, i.e. self-motivated and directed
  • Be willing to learn technologies and keep up to date with changes and best practices
  • Highly capable of working with a wide range of people ranging from very technical to non-technical with ability to explain technical concepts to non-technical personnel, exhibit a patient demeanor, mentor junior staff, work with clinical personnel, etc.
  • Ability to effectively prioritize and execute tasks
  • Candidates should note that this position is a hands-on position, i.e. the successfully candidate will not only be able to provide industry best-practice guidance to senior staff but also work on implementing the solutions by developing code where and as needed
