Job Title:  Systems Analyst

The Government of Uganda has received credit from the World Bank towards implementation of the Competitive and Enterprise Development Project (CEDP). The project development objective (PDO) is to improve the competitiveness of enterprises in Uganda through supporting reforms in priority productive and service sectors geared towards a better investment climate with particular focus on MSMEs.

The 5 year project comprises of four major components and will be implemented by seven agencies among them is Uganda Registration Services Bureau (URSB). However, the overall coordination of the Project will lie with the Private Sector Foundation Uganda (PSFU) through a Project Coordination Unit (PCU). URSB will implement Component 2 of CEDP: Business Registration and Business licensing reforms that aims at reducing the burden for businesses in dealing with registration and licenses procedure by creating an online one-stop-shop for business registration and an e-registry for business licensing, and by implementing measures aimed to simplify and streamline business registration and business licensing procedures.

Job Summary: The World Bank CEDP Project Systems Analyst will be responsible for the configuration and maintenance of the URSB business registration computer systems software and related services that will be implemented

Key Duties and Responsibilities: 

  • Design and acquisition of tools to proactively identify errors, ensuring efficient and effective use of ICT resources.
  • Support the Implementation, integration and support to Data Centre Applications.
  • Managing the implementation of the new system including data migration.
  • Working closely with developers and end users to ensure technical compatibility and user satisfaction
  • Take part in reviews of system acceptance plans.
  • Design the guidelines for Implementation of Disaster Recovery Plans.
  • Responsible for the development of application policies and procedures; monitoring compliance of these.
  • Ensuring that server operating systems are up to date with the latest patches and antivirus updates.
  • Perform any other duties, which may be assigned from time to time

Qualifications, Skills and Experience: 

  • The applicant should preferably hold an honours Bachelor’s degree in Computer Science, Information Systems, Information Technology, or Telecommunications Engineering;
  • Additional professional certifications such as MCSE, MCSA, CCNA, etc, will be an added advantage.
  • Working knowledge of database software management tools like Oracle, SQL and XML
  • At least three years’ experience in the design, implementation and management of systems in a large enterprise.
  • Demonstrated project management skills
  • Possess the ability to work on own initiative as well as in a team;
  • Capacity to establish credibility, and trust and partnership.
  • Excellent analytical and problem solving skills.
  • Excellent interpersonal skills;
  • Excellent communication and report writing skills.
  • Be a person of integrity and honesty
