Makerere University has signed a Memorandum of Understanding (MoU) with the National Council of Sports (NCS) to construct a modern sports stadium at the university’s Main Sports Grounds.
The agreement, signed on March 26, 2025, by Makerere University Vice Chancellor Prof. Barnabas Nawangwe and NCS Chairman Ambrose Tashobya, marks a step in Uganda’s sports infrastructure development. Minister of State for Sports, Hon. Peter Ogwang, witnessed the signing.
The government will finance the project through the Ministry of Education and Sports, with construction set to begin in the 2025/2026 financial year.
The facility will feature a full-size football pitch, an eight-lane running track, and a modern pavilion, meeting international standards.

Hon. Ogwang said the stadium is part of Uganda’s preparation to host the 2027 Africa Cup of Nations (AFCON). “This development is a vital step in our AFCON 2027 preparations,” he stated.
He added that the Ministry has allocated Shs21 billion to start the Makerere project, as part of a Shs1.5 trillion plan to upgrade stadiums in Namboole, Akibua, and Hoima.
Prof. Nawangwe described the project as a long-awaited breakthrough for the university. “This is a dream come true for Makerere. We have long sought funding for a modern stadium, and I am delighted that the Ministry has chosen us as the site for this transformative development,” he said. He emphasized the stadium’s role in enhancing student sports and national talent development.
The UPDF Engineering Brigade will construct the facility, under the supervision of the Ministry of Works and Transport, NCS, and Makerere University.
Mr. Tashobya highlighted the project’s impact on Uganda’s sports sector. “We are thrilled to collaborate with Makerere to create an enabling environment for sports across Africa. We are committed to achieving CAF’s requirements so that the stadium can host games both day and night,” he said. He urged the university to train students in stadium management, positioning the project as a capacity-building opportunity.
The Makerere stadium is expected to be a game-changer for university sports and national athletics, providing a world-class venue for future competitions.
