Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

We are seeking qualified individuals for the positions of Monitoring and Evaluation Officer, NOB to be based in Arua and Mbarara duty stations. Selected candidates will be employed on Fixed Term
This function is expected to support the Northern and South Western Uganda programmes, ensuring that WFP programmes generate quality evidence on the outcomes and impact of WFP’s food assistance, social protection activities. The role will ensure relevant progress and performance information is collected processed and analysed on a regular basis to allow for real-time, evidence-based decision-making. Working closely with the District Local Governments, this function is expected to strengthen WFP’ and DLGs processes and methods and for evaluation (including impact evaluation and thematic, surveys, economic analysis of efficiency and the digital management information System).
Coordinate and execute monitoring and evaluation activities within the respective Area office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance, social protection activities on the lives of beneficiaries hence informing effective operational decision making and strategic reorientation.
KEY ACCOUNTABILITIES (not all-inclusive) 1/2
- Prepare and implement the Area office M&E Plan. Collect timely, strategic and relevant information to facilitate planning, reporting, decision making, learning and performance measurement at the different results levels as set out in the Annual Performance Plan and Country Strategic Plan (CSP).
- Provide technical inputs to the District Technical Planning process to align with results-based planning of social protection activities.
- Support WFP, DLG and partners’ planning and implementation of Social Protection monitoring activities on effectiveness integrated programme intervention (e.g. beneficiary needs and status, social inclusion and transfer, food and nutrition security status, poverty levels, programme modalities, implementation challenges, etc.).
- Introduce participatory M&E with the DLGs with the potential benefits for local governance, for key actors, and for multi-stakeholder processes. Support identification of monitoring, review and evaluation needs during programmes/project planning and implementation.
- Provide leadership on strengthening the capacity of WFP staffdistrict local governments, WFP cooperating partners and key stakeholders in planning, monitoring, evaluation and analysis in the implementation of food security, nutrition and resilience programmes.
- Amplify the role of M&E across all programmes and DLGs development plans and includes broad indicators. Also refers to cases where DLGs have established M&E systems.
- Contribute to the analysis of output and outcome data and recommend improvements to Social Protection programme interventions and to enhance WFP’s and DLGs’ ability to demonstrate outcome focused results.
- Support participatory M&E processes including strengthening the knowledge of DLGs, beneficiaries, local leaders and other key stakeholders enabling them to increasingly engage in and lead monitoring and evaluation of WFP supported interventions and investments.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Monitoring and Evaluation, Sociology, Social Development, Development Economics or Performance Management or another relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
Experience: At least six (6) years progresive professional experienc in monitoring and evaluation.
Language: Fluency (level C) in English language (written and oral).
