A delegation of Zambian Members of Parliament has visited Uganda’s National Council for Higher Education (NCHE) to benchmark best practices in higher education regulation and policy implementation.

Led by Hon. Harry Kamboni, Chairperson of Zambia’s Parliamentary Committee on Education, Science, and Technology, the team held discussions with NCHE officials at the Secretariat in Kampala on May 9, 2025.

The MPs are seeking insights to strengthen Zambia’s higher education oversight through their Higher Education Authority (HEA).

Welcoming the delegation, NCHE Executive Director Professor Mary J. N. Okwakol thanked the MPs for choosing Uganda, noting it demonstrated confidence in NCHE’s work.

“This visit affirms the recognition of our efforts in promoting quality and regulated higher education within the region,” she said.

Prof. Okwakol explained that NCHE was established to address quality assurance in the wake of liberalized education policies in the 1990s, which led to a surge in private institutions. She highlighted the sector’s growth, with public universities increasing from three in 2000 to ten today, and private universities rising from six to 50. Uganda now has over 166 other tertiary institutions regulated by NCHE.

Hon. Kamboni praised Uganda’s achievements, noting that Zambia, which established its HEA in 2013, has 160 higher education institutions including 10 public and 50 private universities.

“We came to exchange knowledge and learn how best we can advise our government on matters of higher education,” he said.

“NCHE is 10 years ahead of us, and this visit provides valuable insight.”

He commended NCHE for its openness and called for stronger regional collaboration among African nations to improve education systems across the continent.

“Africa has a long way to go in reforming education. We must share ideas and challenges so we can produce graduates who are not just job seekers but job creators,” he said.

The visit reinforced the importance of inter-African cooperation in raising education standards and ensuring universities contribute meaningfully to national development.
