About EGPAF:

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already HIV infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 51% worldwide.

Job Summary:  The Program Officer will be working as part of the global cooperative agreement for technical assistance (TA) services, a five-year CDC- funded cooperative agreement implemented by the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF). The Program Officer will support the team to provide comprehensive and cost-effective TA, capacity building, and program implementation expertise for PEPFAR and Global Fund-supported global health activities in the three programmatic areas of: 1) prevention of mother-to-child transmission of HIV (PMTCT), 2) HIV care and treatment clinical services for adults and children, and 3) HIV pediatric care and treatment. The Program Officer will enhance data usage from Option B+ weekly reports and guide efforts to improve retention by tracking of lost clients on Option’ B+. MOH will lead the implementation of activity and it will require ; coordinating all key stakeholders including: MOH, EGAPF, IPs and CDC teams for its successful implementation.

Key Duties and Responsibilities:  

  • Actively coordinate EGPAF, MOH, IPs, and CDC to ensure a successful collaboration and coordination to attain comprehensive cost effective implementation of activities.
  • Attend joint mentoring and coaching visits to the districts to facilitate the functionality of the District Response Teams
  • Intuitively plan and coordinate quarterly performance review meetings of the District Response Teams
  • Organize meeting with the MOH and IPs to review existing client tracking forms and mechanisms for tracking missed appointments
  • Technically support enhancement of district and health facility data usage from Option B+ weekly reports and guide efforts to improve retention by tracking of lost clients on Option B+
  • Support the UGPAF Uganda team with coordination to ensure that deadlines are met, assist with completion of all deliverables (training curricula and tools, etc.), summarizing discussions, writing reports and ensuring communication across the team.
  • Work in liaison with teams, to ensure that there is a functioning District-based CQI systems using Option B+ retention monitoring data and reports to enhance clients’ retention on Option B+
  • Actively coordinate the process of standardizing methodology for ongoing monitoring of retention in Option B+ program and ensure that it is fully understood and utilized by teams.
  • Coordinate the development of SOPs on data use of routine monthly and quarterly reports on Option B+ retention submitted by facilities/districts through the Emergency Operations Center
  • (EOC) system
  • Participate in establishment of adequate systems at facilities and districts to monitor retention monthly and identify Option B+ clients who have missed visits, including a formal response by the district response team to provide follow-up
  • Responsible for the coordination and the development of training packages on Option B+ retention monitoring and reporting, simplified data analysis, using data to determine appropriate responses, data verification and reporting, analysis and use

Qualifications, Skills and Experience: 

  • The Program Officer should hold a medical degree and/or a master’s degree in Public Health
  • Five or more years of professional experience working in HIV/AIDS prevention, care & treatment.
  • Practical knowledge and skills in designing, planning, implementing and monitoring PMTCT, clinical care and Pediatric care programs.
  • Practical experience in HIV Data analysis and usage.
  • Hands-on experience in managing training and developing of SOPs in mentoring and coaching of health workers at ART sites in provision of comprehensive PMTCT, HIV/AIDS and TB services.
  • Sound understanding of current issues and developments in the field of HIV/AIDS and especially PMTCT and ART Strong skills in teamwork and collaboration. Excellent verbal communication and writing skills.
  • Significant experience in working closely with MOH and HIV implementing partners while contributing to the HIV/AIDS response
