Jobs: Makerere University Joint AIDS Program (MJAP) is a Company limited by guarantee under Makerere University. MJAP emerged from the Mulago- Mbarara Teaching Hospitals Joint AIDS Program (MJAP) which was established in November 2004 under the then Makerere University Faculty of Medicine with funding from the US President’s Emergency Plan For AIDS Relief (PEPFAR) and technical assistance from Centers for Disease Control and Prevention (CDC).

MJAP is currently implementing a five-year Grant under the Presidential Emergency Plan for AIDS Relief II (PEPFAR II) supporting the provision of comprehensive HIV/AIDS services including integration of these services in the broader health context in line with the Global Health Initiative (GHI) while strengthening all the Health System Components in the partner institutions to enhance their capacity to provide these services.

MJAP is an equal opportunity employer and is currently looking for a competent individual to fill the following position;

Role Title: Monitoring and Evaluation Advisor (Head Office)
Reports to: Executive Director
Directly Supervises: Monitoring and Evaluation Officers
Role Definition: To take overall charge of the monitoring and evaluation function of MJAP and provide the strategic information and feedback necessary for effective implementation of the MJAP programs.

Key Result Areas:
1. Design and monitor the implementation of a Monitoring and Evaluation System for MJAP to address the Program’s performance and impact
2. Develop the M&E budget, operational plans and guidelines for monitoring and evaluation of MJAP programs
3. Build the capacity of MJAP staff in monitoring and evaluating of the Program’s goals and objectives
4. Monitor the implementation of programs and attainment of targets specified in the MJAP strategic and work plans
5. Evaluate the implementation of programs
6. Prepare and submit timely reports on the monitoring and evaluation exercises carried out
7. Identify obstacles to the implementation of programs, and suggest necessary corrective actions
8. Provide support to proposal development and grant writing, particularly during the log frame and design discussions

Person specifications:
• An M.B.Ch.B and either an MPH or MSc in Epidemiology and Biostatistics
• Training in Program Monitoring and Evaluation
• 6 years working experience in program monitoring and evaluation in similar programs
• A strong background in health/HIV programs, having worked with projects wherein systematic input, output and process data were collected and used to guide programming;
• Knowledge of impact assessment techniques
• Knowledge of developments and trends in the response to HIV/AIDS in Uganda and internationally
• Knowledge of National and international legislations and policies relating to HIV/AIDS Care
• Excellent oral communication and writing skills
• Supervisory skills
• Interpersonal relations
• Computer skills relevant to program monitoring and evaluation

Philimon Badagawa is a multimedia journalist with skills in news gathering, packaging, editing and online publishing. He has knowledge in data visualization, can design and manage websites. He previously worked as a journalist with Observer media and authored several articles and stories. He does research, video & audio recording, editing and production for online publication. He Participated in The New Dawn photography campaign aimed at rebranding Northern Uganda-USAID/NUTI Project (2010). Philimon is in love with photography, writing, reading, sharing new ideas and interacting with reasonable people for skills development.
