Job Title: Programme Officer
Restless Development is a youth-led international development agency currently working in Africa and South Asia. In Uganda, Restless Development has been supporting youth-led development for over 15 years. We focus on three key areas of young people’s lives: livelihoods; sexual and reproductive health; and civic participation. All of our programmes are designed, implemented and monitored and evaluated by young people.
Job Summary:
The Programme Officer will support an exciting new programme in the north that builds on our successful Youth Empowerment Programme (2010-13), Restless Development will partner Reproductive Health Uganda to increase demand for, and supply of, sexual and reproductive health information and services for Karimojong youth. The programme will train young Karimojong to lead community initiatives promoting safe sex and health service uptake. Over three years these youth will empower their peers in schools and youth groups to make informed sexual and reproductive health choices, delivering a tailored curriculum including a focus on gender roles and gender-based violence as well as supporting livelihoods development
The Programme Officer will play a key role in programmes management, including training and supporting volunteers while overseeing their overall welfare. He/she will support effective management of programme finances and will support development and management of partnerships at sub-county level.

Key Duties and Responsibilities: 
1. Programme Management 30% Working closely with the Assistant Programme Coordinator:
  • Technically support and supervise peer educator activities through supporting development, implementation and regular monitoring of work plans
  • Support peer educators to use monitoring and evaluation tools and send data collected on a timely basis and in an appropriate format
  • Assist the peer educators to review and reflect on their progress, providing regular feedback and follow up support as required
  • Ensure peer educators have the required materials for the delivery of their work
  • Actively coordinate regular field visits to meet with peer educators and community stakeholders to ensure programme objectives and minimum standards are being met
2. Oversight of the welfare of peer educators 30%
Working closely with the Assistant Programme Coordinator:
  • Support peer educators to conduct and review risk assessments
  • Offer pastoral support in a professional and timely manner to all peer educators
  • Carry out placement visits every month to provide support, supporting peer educators to identify and address any challenges
  • Ensure peer educators uphold Restless Development’s safety and security policy and procedures at all times
3. Training and capacity building of peer educators 15%
Working closely with the Assistant Programme Coordinator:
  • Support in the design and delivery of all formal volunteer training (i.e. at foundation, refresher and debrief), including supporting development of training schedules
  • Technically support annual review of all peer educator training curricula
  • Ensure effective monitoring and review of all training conducted for peer educators, taking action on feedback provided
  • Support peer educators to access capacity-building support from local partners including through exchange and exposure visits
4. Partnership development and management 10%
Working closely with the Assistant Programme Coordinator:
  • Take lead in annual community sensitisation activities in the target communities with support from local government
  • Technically support the development and management of programme partnerships at Sub-county
  • Ensure that key staff at the Sub-county understand Restless Development’s programmes, including providing monthly updates on programme implementation and ensuring participation at meetings and events as requested
  • Assist in identifying opportunities for joint activities with Sub-County staff
  • Support the development and strengthening of the RHU and Restless Development partnership
5. Financial Management 10%
  • Ensure peer educators adhere to Restless Development organisational policy and procedure
  • Ensure volunteers account for funds in a timely manner with required documentation
  • Provide accurate and timely reports on funds spent to Head Office
6. Other 5%: Perform any other duties as required. Occasionally working on weekends, for which time off in lieu can be taken
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Diploma or Degree in a relevant subject (e.g. development, social science, health promotion) or equivalent experience
  • At least one year experience in relevant field (sexual and reproductive health, sustainable agriculture, education and/or working with young people)
  • Working knowledge of relevant national strategies and frameworks in the areas of youth civic engagement, health, and livelihoods.
  • Past experience in training and programme management
  • Excellent IT, written and verbal communication skills
  • Excellent financial management skills, including experience in budget management
  • Fluency in written and spoken English essential (with ability to speak at least one language spoken in Karamoja desirable)
  • Good knowledge and understanding of contemporary development issues particularly those related to young people in the field of HIV/AIDS, health and livelihoods
  • Possess the ability to analyse problems and make sound operational decisions
  • A strong personal commitment to the mission and values of Restless Development
  • Preferable
  • Past experience as a volunteer with Restless Development or another organization
  • Experience leading training and capacity-building initiatives with young people
  • The applicant must be results orientated, highly self-motivated and have demonstrated analytical skills.
