Jobs – Human Resource Officer at Local Government Finance Commission

Job Title: Senior Human Resource Officer
Local Government Finance Commission (LGFC) envisions “a Uganda with Financially Sustainable Local Governments that provide Efficient and Effective Services.” LGFC exists in order: “to Ensure Effective Mobilisation and Equitable Distribution of Financial Resources for Service Delivery in Local Governments.”
The long-term objective of LGFC is “to establish and maintain an appropriate balance between the services devolved to local governments at different levels to match with the financial resources generally, and such resources currently flowing from central grants, locally generated revenues and donors.
Key Duties and Responsibilities: 
  • Intuitively review and interpret the Commission’s personnel policies, rules, regulations, procedures, terms and conditions and to provide advisory services and functional guidance on human resource management portfolio and practices
  • Actively coordinate the staff performance appraisal process
  • Prepare and implement the departmental budget in accordance with the finance guidelines.
  • Manage the staff recruitment process and placement.
  • Ensure proper maintenance of Staff personal Files.
  • Manage staff welfare matters
  • Handle Human Resource Issues
  • Process all matters relating to Human Resource development and training
  • Serve as the secretary to the Finance and Administration Committee Education
Qualifications, Skills and Experience: 
  • The ideal candidate for the aforementioned opportunity should possess an Honors Degree in SWASA, Social Sciences, BBA, with a post graduate diploma in Human Resource Management and a master’s qualification in Human Resource Management or Organization psychology is required.
  • A minimum of three years’ relevant experience at senior level in a Local Government or MDAs
  • Possess the ability to communicate well.
  • Excellent interpersonal Skills
  • Leadership Skills
  • Be a good team player
  • Excellent analytical and decision making skills.
  • Basic Computer skills in Microsoft office 2007
  • Skills and knowledge in IPPS
Age: 32 years and above
