JOBS: Officer Compliance Investigations at Uganda Revenue Authority

Job Title:    Officer Compliance Investigations (2 Job Positions Organisation: Uganda Revenue Authority (URA) Duty Station: Kampala, Uganda

Reports to: Supervisor Compliance – Investigations
About URA:The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.
Job Summary:   The Officer Compliance Investigations will execute investigations through obtaining, maintaining and communicating evidence obtained through reports to facilitate further management of cases to enhance compliance in the organization. The incumbent will execute an investigation and provide recommendations to the line manager on how to manage the case(s) under investigation.
Key Duties and Responsibilities: 

  • Obtain and study an investigation case memo to extract a brief and develop an Investigation Plan and budget to guide the discussion with the line supervisor
  • Discuss and review the investigation plan with the supervisor and make amendments as advised/ recommended
  • Solicit instruction on how to proceed with the case under investigation
  • Identifying persons to interview to gather evidence, and record statements.
  • Develop a summary investigations report and submit to the line manager for review, making amendments in line with comments/ corrections and improvements
  • Maintain and avail sufficient evidence to courts of law to facilitate successful prosecution of cases before court.
  • Gather and analyze credible evidence, exhibits and witnesses to support the case before court
  • Secure search and arrest warrants from court to facilitate operations
  • Submit the exhibits to experts such as hand writing experts for analysis, comparison and follow up feedback
  • Follow up and report on the cases in court and their related judgments and make recommendations to management for further action
  • Reconcile and update the case records maintained
  • Open files and prepare briefs on all the reported/initiated cases to maintain a synchronized record of the cases in progress.
  • Open the case files in line with instructions from the supervisor
  • Keenly analyze the facts of the reported cases and sort the document/facts of the given case, consult on the facts of the reported cases for further clarity while documenting every step in the process
  • File documents, index and reference the files in line with filing standards.
  • Prepare briefs on the cases reported or initiated and seek approvals for closure or feedback for further action.
  • Organize for stakeholder engagements with internal and external stakeholders to enhance working relationships.
  • Initiate communication with stakeholders to invite them for the scheduled engagements and confirm attendance of the participants invited
  • Prepare the logistics for the engagement such as booking the venue and sourcing
  • Document minutes of the engagement and identify action points for all participants involved and file them

Qualifications, Skills and Experience: 

  • The applicants for the Uganda Revenue Authority (URA) Officer Compliance Investigations job opportunities should hold Bachelor’s degrees in Law or Social Sciences or any other relevant degree from recognized Universities
  • Post Graduate Diploma in Legal Practice
  • One year of experience in the area of Compliance Management/Law Enforcement.
  • Previous experience in research, investigations and the use of statistical data analysis techniques
  • Special training in investigations and law enforcement
  • Experience in police work is an added advantage.
  • Tax Laws, Leadership Codes, Police Act, the Constitution of the Republic of Uganda and Labour Laws
  • Good report writing and communication skills.
  • Proficiency in the use of computer applications for research and reporting
  • Good investigation and networking skills.
  • Well-developed conceptual, analytical and problem solving skills
  • Good Presentation and negotiation capability.
  • Strong respect for Human Rights
