Job Title: Tariffs & Interconnection Officer

The Uganda Communications Commission (UCC) was established to implement the provisions of The UCC Act 2013 Laws of Uganda with a principal goal of developing a modern communications sub-sector and Infrastructure in Uganda, in conformity with the operationalization of the Telecommunications Policy.

Job Summary:  The Tariffs & Interconnection Officer will conduct wholesale competition and pricing assessments as well as oversee commercial consumer interests in post, telecommunications and multimedia markets.

Key Duties and Responsibilities: 

  • Carry out and disseminate comparative retail & wholesale service tariffs through print and electronic channels
  • Collect and maintain an up to date inventory of retail service tariffs in broadcast, telecommunications and post
  • Conduct routine competition investigations in the broadcast and multimedia markets
  • Undertake regulated service test buys and mystery purchases to ascertain tariff transparence and consistence with advertised/approved rates
  • Analyzes utility tariff applications, reports, financial records and cost studies, and makes recommendations.
  • Undertake regular regional and international utility service benchmarks to guide policy and other service reviews
  • Carry out activities related to education of the public regarding utility services and price options
  • Develop and oversee minimum price disclosure obligations for all regulated services
  • Manage courier licensee liability obligations as well as customer claims procedure for lost, damaged, mis-delivered and or delayed deliveries in post and courier markets.

Qualifications, Skills and Experience: 

  • The candidate should hold a bachelor’s  degree in economics, statistics or a closely related field from a recognised University.
  • At least two years’ experience in analysis of utility rates, revenue planning and service/product development.
  • Relevant experience in interconnect, MVNO – MNO operations, National & International roaming, Tower space leasing and other wholesale carrier service operations Strong analytical skills.
  • Highly flexible and can easily adapt to a dynamic working environment.
  • Possess the ability to work with minimal supervision.

Age: Less than 28 years.
