Job Title: TB Infection Control Officer

Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide.

About USAID TRACK TB Project:

MSH Uganda is currently running a number of USAID and other donor funded projects including TRACK TB. TRACK TB is a 5 – year USAID-funded project that focuses on increasing Tuberculosis (TB) Case Detection Rate (CDR) and Treatment Success Rate (TSR) in Kampala and supported districts to meet the national targets for reducing the burden of TB, MDR-TB and TB/HIV co infection. The National TB and Leprosy Program (NTLP) has a key responsibility of providing technical support, monitoring and advocacy for implementation of TB control activities in Uganda. The program also plays a coordination role by bringing together key stakeholders periodically to provide policy guidance and performance updates on TB control issues including areas of TB Infection control (TB 1C), Intensified TB case finding (ICF), Isoniazid preventive therapy (IPT) and TB/ART integration.

Job Summary: The NTLP TB Infection Control Officer will be responsible for supporting the National TB and Leprosy Program in planning, implementing and monitoring of TB infection Control activities including intensified TB case finding, isoniazid preventive therapy, and TB ART integration at treatment sites

Key Duties and Responsibilities: 

  • Coordinate TB infection control, IPT, TB contact investigation, TB- ICF and TB/HIV activities within NTLP implementing facilities and , AIDS Control Programme (ACP) Ensure that the National TB infection control guidelines are available and implemented at all levels of health care.
  • Coordinate and Support periodic TB risk assessments and infection control plans are drafted in priority facilities including MDR-TB treatment sites and high volume health facilities
  • Plan and participate in training health workers responsible for implementing TB infection control, intensified TB case finding, and IPT at health facilities.
  • Support and ensure that Intensified TB Case Finding, TB IC, contact investigation and IPT are integrated into the routine practices at health facilities
  • Take lead in the development, piloting and roll out of the one stop center model of TB/HIV integration
  • Lead and coordinate the NTLP efforts in monitoring infection control practices, IPT,ICF and contact investigation indicators at all health facility levels
  • Coordinate the development and revision of guidelines, standard operating procedures for infection control, isoniazid preventive therapy and intensified TB case finding.
  • Coordinate linkage between NTLP, AIDS Control Programme (ACP )to identify priority facilities, implement and monitor IPT roll –out
  • Support NTLP to coordinate with government armed forces to strengthen TB control practices in congregate settings with emphasis on TB screening, diagnosis and prevention
  • Initiate and sustain advocacy for prioritization of TB control practices among health facility managers
  • Compile and produce periodic reports to the NTLP Manager on infection control, isoniazid preventive therapy, intensified TB case finding and TB/HIV integration.

Key Performance Indicators:

  • Number of frontline Health workers trained in TB Cl, IPT and ICF
  • Guidelines and SOPS on the operation of the one stop centre for TB/ HIV
  • Indicators on TB Cl, IPT, ICF and contact investigation integrated into M&E tools
  • Revised guidelines on TB Cl, IPT and ICF and SOPs
  • One stop center model of TB/HIV integration developed and Piloted in designated sites
  • Reports on periodic TB risk assessments and infection control plans
  • Guidelines on TB IC in prisons, police, army and other congregate settings
  • Roll out plan for TB Cl, IPT and ICF drawn and implemented
  • Assessment reports for TB IC with updated TB IC plans at health facilities
  • Quarterly reports on implementation of TB Cl, IPT and ICF.

Qualifications, Skills and Experience: 

  • The candidate must hold a degree in medicine, nursing or related field with a Masters in public health or Health services Management
  • Possess technical expertise in TB control for about 5-10 years with experience in implementation of the Stop TB Strategy in Uganda. Specific orientation on DOTS, TB/HIV (specifically TB infection control, IPT, ICF, ART) and PMDT programming and implementation will be an added advantage.
  • Demonstrated success in achieving results leading a National TB Control Program or TB projects.
  • Good knowledge and understanding of current key TB, TB/HIV control and MDR/ XDR TB issues essential with recognized expertise in TB, TB/HIV and/or MDR/ XDR TB programming, national level in developing countries essential
  • Significant experience in working with Ministry of Health and other officials from the public, private and NGO sector.
