Job Title: Technical Advisor Malaria

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 51% worldwide. The EGPAF Uganda Country program is currently implementing a number of projects in partnership with various donors.

Job Summary: The Technical Advisor will be a key member of this team, providing malaria specific programmatic guidance to EGPAF and its partners. S/he will offer technical and program management and direction in the areas of malaria to the upcoming USAID regional integrated health programs (HIV/AIDS, TB, malaria, nutrition, family planning, and maternal, neonatal and child health care) in Uganda. EGPAF is recruiting for Malaria Advisors based in the project area in Uganda. This program aims to increase utilization of health services by strengthening systems and improve quality of integrated health services. The project will operate over a five-year period. Responsibilities include providing leadership and technical guidance in the development and implementation of malaria activities under the leadership of the Technical Director. This position will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on sound and current scientific evidence.

Key Duties and Responsibilities: 

• Serve as a lead technical advisor and provide strategic guidance in development, implementation and management of evidence-based programming for malaria prevention, treatment and control that is in line with organizational best practices.
• Work closely with the MOH and district health teams to facilitate the integration of malaria prevention, treatment and control activities into the broader primary health care system at various levels within the district health care.
• Work with the district health teams and project staff to actively use data for decision making and to identify how malaria control activities and impact can be implemented and sustained over time.
• Actively participate in monitoring, periodic evaluations, and semi-annual reviews of project activities related to malaria prevention, treatment and control, and supporting data use at health facility and district level.
• Work with EGAPF technical officers in country offices to enhance linkages between malaria and other project-related activities and actively participate in all Technical Advisory Group Meetings.

Qualifications, Skills and Experience: 

• The candidate should possess a good Bachelor of Medicine and Bachelor of Surgery Degree and a Master’s in Public Health
• A minimum of five years’ experience in malaria prevention, control, and case management
• Significant experience in malaria and/or public health, with experience in health programme design, implementation and coordination
• Good program management skills including program monitoring and evaluation, budgeting, strategy development and ability to work effectively with partners and stakeholders.
• Prior experience collaborating with Ministries of Health and other implementing partners on the implementation of technically sound public health programmes, including malaria control prevention and treatment interventions
• Demonstrated in-depth understanding of Ugandan decentralized health care system.
• Excellent analytical, communication and report writing skills
