We are hiring! Johns Hopkins Center for Communication Programs (CCP) is currently recruiting for a Technical Advisor Monitoring and Evaluation (ME) for a five year USAID-funded Social and Behavior Change Activity (SBCA) in Uganda.

Job Summary:  The Technical Advisor for Monitoring and Evaluation is a key member of the SBCA Monitoring, Evaluation and Learning (MEL) Team and Department. The Technical Advisor leads the monitoring, evaluation and learning efforts informed by SBC best practices and standards in close collaboration with the Senior MEL Advisor.  S/he works closely with the MEL team to design, implement and supervise RME activities to ensure that lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes. S/he will provide effective, accurate and timely monitoring, evaluation, quality assurance, and reporting of all project activities to the project management team. The Technical Advisor will have varied skills in the current M&E practice, SBC strategy, communication, facilitation, and program quality, and working with teams.

 

Key Duties and Responsibilities:

Monitoring and Evaluation

  • Provide technical support to the development and implementation of the overall monitoring and evaluation framework for project implementation in the intervention areas.
  • Contribute to targeted evaluations and operations research, including design, data collection, management, analysis and report writing.
  • Lead the development and implementation all project monitoring activities.
  • Lead the regular review and updating of the program’s Activity Monitoring, Evaluation, and Learning Plan (AMELP).
  • Contribute to the development of visualization dashboards to track behavioral indicators that can be collected at various levels including community, district, regional, and county levels, by project staff and partners. Develop and maintain a progress tracker for the project indicators.
  • Support Sr. Advisor for MEL in tracking project performance and utilizing related data in decision making on project strategies and priorities, and possible adjustments to design of project intervention.

Quality Assurance and Learning

  • Support the Sr. Advisor MEL to develop and report on the annual workplan, by facilitating workshops, writing internal reports on progress, and collecting information and feedback from staff. Develop and maintain a progress tracker for the annual workplan.
  • Lead the development of SBC Quality improvement standards and ensure the adoption and effective use of the standards in programming.
  • Ensure gender integration into programming, including overseeing the effective implementation of the gender action plans.
  • Lead internal and external data quality audits and processes for the program.
  • Lead in writing quarterly and annual reports as required by the program stakeholders.
  • Contribute to the development and the wide dissemination of knowledge products such as success stories, abstracts, technical briefs, and policy papers.

Data Management

  • Contribute to the development of data for learning (D4L) platforms to support streamlined data flow and management processes, including providing oversight in the development of standardized data collection tools.
  • Ensure quality of data through data verification procedures, including routine data quality audits.
  • Enter relevant data into the CCP organization-wide performance management system designed to capture, analyze, and disseminate project data.
  • Serve as resource for staff regarding data issues; collection, entry, quality and transfer

Training and leadership

  • Co-facilitate training workshops, including agenda, curriculum, manuals and materials necessary to appropriately train individuals involved in monitoring and evaluation activities.
  • Cultivate strategic RME relationships and alliances with other USAID projects and represent RME activities in public and professional circles through meetings, conferences, and presentations.
  • Establish close coordination with senior management of SBCA to harmonize and streamline collection and use of data for program activities and learning.
  • Contribute to USAID results reporting by providing written documentation on RME activities and indicator results for progress and annual reports, as appropriate.

Qualifications, Skills and Experience:

  • Master degree in public health, epidemiology, behavioral or social science, demography, statistics, monitoring and evaluation, or related background with a minimum of 5 years of relevant experience.
  • Experience with an electronic data collection and management system
  • Familiarity with Uganda health management information system and other national M&E systems
  • Uganda national
  • Oral and written fluency in English; knowledge of Luganda

 

Preferred qualifications:

  • Demonstrated experience working in partnership with host governments, international donors, and implementing partners.
  • Demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches to be utilized by the project.
  • Certification in Human subjects’ research

Knowledge, Skills and Abilities:

  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Experience with monitoring and evaluation of health programs demonstrating progressively increasing level of responsibility;
  • Experience developing and tracking performance indicators to measure success in health, especially in SBC;
  • Skills in qualitative and quantitative analytic statistical software (e.g., STATA, SPSS) and qualitative software (e.g., Atlas.ti, NVivo), and proven ability in data visualization using graphs, charts, maps, and GIS;
  • Experience in web-based data management system (preferably DHIS2 and/or Open Data Kit), and/or mHealth and mobile data collection;
  • Experience working with SBC programs;
  • Excellent writing skills and ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences;
  • Excellent interpersonal and teamwork skills; and,
  • Excellent past performance references.

 

Travel Requirements:

  • This position may require up to 35% regional travel
