The Vice President of Uganda, H.E Edward Kiwanuka Ssekandi has emphasized the need for synergies between the public and private sector in order to realize economic growth and sustainable development.

Job Title:   University Bursar

Established in 1922 as a humble technical school, Makerere University is one of the oldest and most prestigious Universities in Africa. In January of that year, the school, which was later renamed Uganda Technical College, opened its doors to 14 day students who began studying Carpentry, Building and Mechanics. The College soon began offering various other courses in Medical Care, Agriculture , Veterinary Sciences and Teacher Training. It expanded over the years to become a Center for Higher Education in East Africa in 1935. In 1937, the College started developing into an institution of higher education, offering post-school certificate courses. In 1949, it became a University College affiliated to the University College of London, offering courses leading to the general degrees of its then mother institution.

Job Summary: The University Bursar will head the Finance Department and charged with responsibilities as provided for under Section 36 (1), (2) and (3) of the Universities and other Tertiary Institutions, Act 2001.

Key Duties & Responsibilities:

  • Financial planning and budget control for the University.
  • Overseeing management of income, expenditure, stores and assets of the University.
  • General management and administration of staff in the Finance Department.
  • Maintenance of sound financial accounting system, records keeping and internal controls.
  • Coordinate with external auditors and enable them to conduct audit.
  • Promote effective communication on financial/accounting matters among Units of the University.
  • Any other duties as may be assigned by the Vice Chancellor.

  • The Bursar should possess at least 10 (ten) years experience in a reputable Organization five (5) of which must have been at Senior Managerial Level.
  • The applicant should possess a basic Degree preferably B.Com/BBA (Accounting/Finance) or its equivalent.
  • Advanced Degree preferably MBA (Accounting/Finance)
  • Full professional accounting such as ACCA or CPA Certificate or equivalent.
  • Must be a member of a Professional Body

Age: Less than 55 years
