Profile of Betty Bigombe; Betty Bigombe was born in 1954 in Acholi region- Northern Uganda.

She attended Makerere University, the oldest public university in Uganda where she graduated with the degree of Bachelor of Arts in Social Science.

Later she attended the Kennedy School of Government at Harvard University, in Cambridge, Massachusetts in the United States where she graduated with the degree of Master of Public Administration. Her studies at Harvard were sponsored by a Fellowship from the Harvard Institute for International Development.

She is the current State Minister for Water Resources in the Uganda Cabinet and also the elected Member of Parliament  to represent Amuru District Women’s Constituency, in March 2011.

From 1981 until 1984, she worked as the Company Secretary of the Uganda Mining Corporation, a government parastatal company.

From 1986 until 1996, she served in the Ugandan Parliament as an MP.

In 1988, she was appointed State Minister for Northern Uganda, which required her to take up residence in Gulu, the largest town in the Northern part of Uganda.

She was tasked with convincing the Lord’s Resistance Army (LRA) guerilla rebels to lay down their arms, following the failure of military efforts to defeat the rebels. Bigombe initiated contact with the LRA leader Joseph Kony in June 1993.

In 1993, Betty Bigombe was named Uganda’s Woman of the Year for her efforts to end the violence. Despite meeting with Kony, the talks collapsed in February 1994. Soon afterward, the insurgency intensified and no significant efforts towards peace would be made for the next decade.

Following a ten year stint in the Uganda Parliament from 1986 until 1996, she failed to win the parliamentary seat for Gulu Municipality in 1996 and left government service.

In 2011, 15 years later, Bigombe bounced back by winning the parliamentary seat of Amuru District Women’s Constituency, on the National Resistance Movement (NRM) party ticket and won.

In May 2011, she was appointed by President Yoweri Museveni as State Minister for Water Resources, a position she still serves update.

In 1997, following her graduation from Harvard, she took up employment with the World Bank in Washington, DC, as a Senior Social Scientist with the Post-Conflict Unit.

Later, she served as a Consultant to the Bank’s Social Protection and Human Development Unit. In 1999 and 2000, Bigombe provided technical support to the Carter Center in a successful mediation effort between the governments of Uganda and Sudan.

Following the February 2004 Barlonyo massacre, Bigombe took a leave of absence from the World Bank and flew to Uganda to attempt to restart the peace process. From March 2004 to 2005, Bigombe was the chief mediator in a new peace initiative with the Lord’s Resistance Army, personally financing much of the logistics of bringing Ugandan government ministers and rebel leaders together. The last meeting on April 20, 2005, fell through. However, the failure of the Bigombe mediation is seen as laying the groundwork for the 2006–2007 Juba talks, which were mediated by the government of South Sudan. Those talks collapsed at the last minute when Joseph Kony refused to sign the peace agreement.

In 2006, she returned to the United States and served as a Senior Fellow at the U.S. Institute of Peace in Washington DC. Later, she was appointed a Distinguished African Scholar at the Woodrow Wilson International Center for Scholars, also in Washington, DC. In 2007, she received the Peacemakers in Action Award from the Tanenbaum Center for Interreligious Understanding.

She was appointed the Chairperson of the National Information and Technology Authority in Uganda (NITAU) in 2009.

Betty Bigombe was at one time married to then Uganda’s ambassador to Japan. She is the mother of two children; Pauline and Emmanuela.

Betty Bigombe can speak English, Acholi, as well as Swahili and Japanese.

  • Building the Capacity of 3 other CSOs and NGOs to advocate for the rights and equal opportunities of vulnerable women and girls and their children in the slums of Kampala City
  • Building the capacity of Duty bearers (including local leaders, district/ division officials, police, parents, pimps/ traffickers, employers and judiciary among others) to prevent and protect children and young people from abuse and exploitation in Kampala City Slums
Job Summary: The Monitoring and Evaluation Officer will be offering both technical and managerial support to the project. Specifically, the incumbent will provide leadership to ensure effective coordination of partnerships and collaborations, timely and effective work planning and budget management and reporting according to the grant agreement/donor requirements and UYDEL’s policies.
Key Duties and Responsibilities: 
  • Coordinates implementation of monitoring, evaluation & learning initiatives for the Project implemented in Kampala district including, development of Projects indicators, monitoring frameworks, tools and guidelines;
  • Steer the development and design of all researches within the projects working closely with the Executive Director, Deputy Director/ Prog. Coordinator and technical specialists’ team from Plan Uganda.
  • Assist Training and Development activities and provides coaching and mentoring for UYDEL and partner staff on monitoring, evaluation & research;\
  • Actively facilitates organisational learning by developing, collecting and disseminating relevant internal and external project information on monitoring, evaluation & research;
  • Prepares M&E quarterly progress reports on the Projects’ monitoring, evaluation & research initiatives for internal and external use;
  • Works closely with partner staff at UYDEL and Plan Uganda to manage project data base;
  • Perform any other relevant job tasks and duties as required by protocol.
Qualifications, Skills and Experience: 
  • The applicant should possess a bachelor’s degree or its equivalent in Population and Demography, Statistics, Development, Social Sciences or any other relevant field;
  • Possess an additional Post graduate training in M&E or project planning and management would be an added advantage
  • At least three years’ experience in design and implementation of monitoring, evaluation and research initiatives for integrated HIV/SRHR and livelihood programs for vulnerable populations, especially the most-at-risk populations for HIV/AIDS such as Commercial Sex Workers and their children
  • Extensive working knowledge of environment and current effective practice on monitoring, evaluation and research approaches;
  • Monitoring and evaluation of rights-based programmes including use of participatory approaches, case studies and rights-based programming;

Job Summary:  The incumbent will primarily be responsible for processing all Gifts In Kind (GIK) processes to support achievement of the strategic objectives of World Vision Uganda.
Key Duties & Responsibilities:
1. GIK Tracking and Customs Clearance:
  • The GIK Operations Officer shall track GIK from the country of origin up to Uganda.
  • Receive and provide relevant shipping documents to the Clearing Agent on time.
  • To follow up with the Clearing Agent to ensure that, upon arrival into the country, the products are cleared within 15 days or less on time.
  • Make sure that all the necessary pre-approvals for GIK are secured from relevant bodies including Office of Prime Minister, National Bureau of Standards (UNBS) and National Drug Authority (NDA) etc.
  • Ensure that clearance requirements like tax exemptions are obtained within two weeks upon the arrival of GIK good in country.
  • Ensure that GIK is release to ADPs on first in first out basis
  • Actively distribute and maintain distribution records including goods requisitions, delivery note and way bills for accountability purposes
2. Inventory Management:
  • Control inventory levels by conducting physical counts; reconciling with data storage system.
  • Ensure Ware house records (Ledger books, stack cards and stock control sheets) are accurately filled and updated regularly.
  • Receive, analyze and file GIK end use reports from respective Area Development Programmes, Clusters or Organizations.
3. Warehouse Management and Distributions Management:
  • Maintain all the general rules of warehouse condition and order as stipulated in the GIK minimum standards of World Vision International;
  • Safeguard warehouse operations and contents by implementing and/or monitoring security procedures/protocols.
  • Maintain physical condition of warehouse by planning and implementing new design layouts; inspecting equipment; issuing work orders for repair and requisitions for replacement.
  • Design a warehouse layout and floor plan for orderly storage of GIK.
  • Ensure that the warehouse conditions for storage of medicines are met.
  • Work closely with the Programme Managers/Programme Coordinators to coordinate the distribution of the respective field locations.
  • Offer technical support to the Field teams in GIK stores management.
4. Supervision and Capacity building of warehouse staff:
  • Provide on-the-job training for the staff that works in the warehouse, including Casual Laborers.
  • Work in liaison with the Logistics Manager to provide warehouse management and control training to all field staff.
  • Make sure that all Ware House staff including the Casual laborers undergo training in GIK minimum standards, GIK Operational manual and fire safety.
  • Mentor and supervise the GIK Warehouse Assistant.
5. Reporting:
  • Ensuring that warehouse reports are submitted to the head office by the 19th of every month.
  • Prepare monthly GIK Receipt Summary, Dispatch summary, Loss Status Reports, GIK in transit to WVU, Physical Inventory Reports, narrative reports with challenges, successes, risks and recommendations   on every 19th day  of each month.
Qualifications, Skills and Experience:
  • The applicant should hold a Bachelors Degree in Procurement and logistics management, Stores management, Business Administration or related discipline.
  • Possession of a Post Graduate Qualification in Stores Management or Warehouse Management.
  • At least three years’ experience preferably with a busy International None Government Organization or UN agency, in NFIs handling, tracking and accounting.
  • Extensive knowledge of Warehouse, Freight & Forwarding, Transport and Shipping operations is desirable.

Samsung Electronics has launched the world’s first smartphone powered by the Tizen operating system.

The Samsung Z will go on sale in Russia in the July-to-September quarter.

Most Samsung phones currently use the Android platform, but the South Korean firm has been working with chipmaker Intel to develop Tizen as an alternative operating system.

It is seen as a way to make Samsung less dependent on Android’s developer, Google.

“It enables Samsung to hedge its bets much better compared to some of its rivals,” Andrew Milroy, a vice president with consulting firm Frost & Sullivan, told the BBC.

“However, it is unlikely to make a significant dent on the Android market share.”

The company will show off the phone at the Tizen Developer Conference, being held this week in San Francisco.

It did not disclose the device’s price.

Samsung is currently the world’s best-selling Android device manufacturer.

When I was 18 years old and working as a waitress at a little family restaurant, I met a guy who was 10 years older than me. He was the one who came before Matthew. We dated for three and half years, and even lived together during the last year and half of that relationship.

We moved into a tiny little house and owned a few belongs together and our relationship was never a terrible one. He was a good guy, I was a good girl, and we really did love each other.

But for every moment of those three and a half years, I had a nagging, itching and aching feeling that he would never be the right one for me.

Despite his great heart, he lacked ambition and drive and handled his finances very poorly and, at the heart of it all, was very insecure despite being a bright and attractive guy.

I understood him, though. I understood that his family had never prepared him for life, and the poor decisions he had made as a younger man had caught him in a sticky web and a hole he just couldn’t seem to dig himself out of.

As the years went by, he could give me less and less of what I needed. Things became strained between us.
