Job Title: Supply Assistant

The Regional Service Centre Steering Committee is the decision-making body for RSCE, in compliance with General Assembly resolutions, United Nations Secretariat rules and regulations, strategic guidance from United Nations Headquarters and oversight bodies. The Steering Committee consults with the Global Field Support Strategy Implementation Coordination Team, as required.

The Regional Service Centre, as approved by the Member States, is owned, managed and staffed by the regional missions it serves. This framework reinforces the existing missions’ chain of command structures and lines of authority in a manner that does not create an additional layer between Headquarters and the regional missions.

Key Duties and Responsibilities: Under the supervision of the Supply Warehouse Distribution Centre Manager, the incumbent will undertake the following tasks:

  • Assist the Supply Warehouse Distribution Centre Manager in the overall receipt, inspection, verification and storage of incoming assets and supplies.
  • Enters data on all incoming expendable and non-expendable UN property, acquisitions, disposals, transfers, deletions and corrections.
  • Updates the Property Record Custodians database according to Departmental requests.
  • Actively participates in periodic physical inventories of UN equipment to ensure accuracy of serial and decal numbers, stock descriptions, net total on hand and exact location of property.
  • Designs and develops spreadsheet reports and databases using various software platforms in accordance with instructions received from supervisor.

Qualifications, Skills and Experience:

  • The ideal candidate should have completed secondary school level with relevant certifications in logistic and database management.
  • Past exposure and experience in inventory and supply management or related area is desirable.
  • A minimum of four years’ experience in Logistic and database management is required.
  • Strong computer skills in Microsoft office applications and the ability to learn UN specific applications.

The Uganda Communications Commission (UCC) and the International Telecommunications Union (ITU) will commission the Flood Early Warning System (EWS) In Eastern region on Monday 22nd September 2014.

After the commissioning of the system, life will never be the same again for the people of Butaleja District, and the Mt Elgon region in general.

For many years, Butaleja district had been ravaged by the persistent floods due to its location in basin area and thereby receiving a lot off runoff water from the Wanale hills, Bududa hills, and the imposing Mt Elgon.

The surrounding raised topography also implies that the area receives a lot of relief rainfall. On a positive note, the flooding and high rainfall supports the extensive rice growing in the area.

The Surveillance System

The $300,000 (UGX780m)System, which uses a siren notification system to warn people about raising water levels, comprises three main components:

  • a sensor that is placed in the river;
  • a solar-powered siren adjacent to the river, and;
  • a Control Centre positioned at the district headquarters. The computers are a backup for monitoring the performance of the siren system.

Once the water levels reach a certain point on the sensor, a signal is activated alerting the communities to shift to safer grounds. The siren, with a voice radius of five kilometres, is then followed with guiding messages from the operator at the Control Centre on what the next course of action is.

Ownership:

Located at Namulo Bridge on River Manafwa in Himuntu Subcounty, Butaleja District, the system is a joint venture between the Government of Uganda and ITU, and is in line with Uganda’s Disaster Preparedness Policy.

Nationally, the project is being implemented by Butaleja District and the Ministries of Disaster Preparedness (Office of the Prime Minister), UCC (Information and Communications Technology – MoICT), and Water and Environment, with technical support from the International Telecommunications Union.

Public reaction

Dubbed Endabusi (“the one that warns” in the Lunyole dialect), the project has generated excitement and mixed reactions among the local populace. During a recent sensitisation campaign, a few people opined that EWS would cause rainfall shortage, while others view it as an espionage/surveillance gadget, and to some, it’s an electricity-generation plant.

Panacea?

While the system will not end the floods, it will minimise the endemic loss of life and property. This will be a big relief to the people of Butaleja District who, for many years,have been ravaged by the persistent floods especially from the surrounding hills. The area receives a lot of relief rainfall because of its topography.

The Minister for ICT, Hon. John Nasasira, will allay these fears when he cuts the tape at a function scheduled for Butaleja District headquarters  on 22nd September 2014.

Mrs Gisa Fuatai Purcell, the Head of ITU’s Division of Least Developed Countries, Landlocked Countries and Small Island developing states, Emergency Telecommunications, and Climate Change, will represent this international body.

Ministers Hon. Eng Hilary Onek (Disaster Preparedness) and Prof. Ephraim Kamuntu (Water and Environment) are expected to attend. When all is done, one thing is for sure: EWS will improve dissemination of early-warning information in the flood-and landslide-prone Mt Elgon region.

All is set for the 3rd National Conference on Communications (NCC) scheduled to take place at Ndejje University in Luwero District from September 29-30, 2014.

The conference, whose theme is“ICT Strategic Opportunities and Challenges for National Development”, seeks to foster the linkage between academia, researchers and industry practitioners.

NCC was established in 2010 by Uganda Communications Commission (UCC) and the Department of Electrical and Computer Engineering – Makerere University with the aim of:

  • providing an avenue to build capacity and strengthen the academic and industry communities in communications;
  • Promoting local research and development (R&D) into communication technology advances within the country, and;
  • fostering a synergistic relationship amongst stakeholders in the sector such as the academia, government and industry.

The Minister for ICT, Eng. John Nasasira, will officially open this year’s conference that is expected to attract ICT students and lecturers, researchers, communications operators, government representatives and other stakeholders in the ICT sector.

The elements of the conference include an exhibition of ICT productsand research opportunities.During the conference, various academia and industry scholars will also share their outputs of ICT research in poster and oral presentations.

The two-day conference will be crowned with an industry summit in which representatives of the various ICT industries get to share their perspectives and experiences.

Speaking ahead of preparations for this year’s NCC, UCC Executive Director Eng. Godfrey Mutabazi said the conference would give impetus to the development of the communications sector.

“As a regulator of the communications sector in Uganda, UCC is keen to work with various stakeholders to ensure accelerated development of our country through ICT research and innovation,” Mutabazi said, adding, “We call upon every stakeholder to embrace this annual event.”

This is the first time this conference is being held outside of Kampala. The previous two conferences were organised by Makerere University with sponsorship from the Uganda Communications Commission at the Imperial Royale Hotel from September 5-6, 2011 and at Kampala Serena Hotel from September 11-12, 2012 respectively.
