Makerere University students on Monday 5th October went on strike over the tuition policy that requires all students to pay 100% by the sixth week of the semester.

Students want the policy scrapped.

However, during the Monday strike, many blamed Makerere university Guild President, Bala David Bwiruka for not joining their cause.

Below Bala writes in response to why he did not participant in the strike.

Gallant Makerereans, I seek to indulge your attention on a few things:

It is not a secret that much as many students were of the opinion that we must strike, I chose to engage more with the university council diplomatically through a petition I had presented last week demanding for the revocation of the 100% tuition policy.

It would have been an insult to the intelligence of students for me as a leader to project a different intention in front of the students and yet again a different one in front of Council.

I therefore chose to stand by my decision to go with dialogue simply out of respect for the students I lead and for my integrity as a person.

Besides, I was already aware as I promptly communicated here that Council is to meet on Tuesday (today) to discuss the issue so I believe it was necessary to give dialogue a chance before resorting to other means.

It should be clear that much as we used dissimilar methods, that is, one group striking and another one lobbying, we had the same objective of fighting for the students’ best interests, i.e., having the policy revoked.

Much as I did not buy the idea of the Monday strike , I respect the decision of those who took that direction .

WAS I “BADLY” BEATEN?
Contrary to the sensational media reports, or is untrue that I was “roughed up and nearly lynched” by students during the strike, although I acknowledge that a few of them went physical at one point or another but they later reconsidered their actions.

Be that as it may, I understand that all this happened out of the frustration that these particular students – just like the rest of us – have due to these policies so no one should be victimised over the way I was treated.

Makerere University strike: Students want 60% fees payment policy scrapped

Drama ensured when Police headed by the DPC Wandegeya Police station, Brian Ampaire made efforts to read out the letter which highlighted extension of Makerere University tuition payment deadline.

But students rejected the letter and went on with the strike.

Police deployed heavily but maintained calm even amidst confrontations from students that almost called for teargas. 

Makerere University students were demanding for the permanent scrapping off of the 60% fees payment policy.

The 60% policy demands that students pay at least 60% of tuition by the sixth week of the semester. According to this semester’s academic calendar 2015/2016, the 6th week ends on 5th October 2015.

The students were led by the president Makerere University Private Students Association, Wanyera Simon who demanded that ‘the policy should go forever.’ The student’s guild had asked the students not to respond to the strike since a council meeting was to be held the next day (Tuesday 6th October 2015) with the fees payment policy on table.

The guild had petitioned the University management which on Friday 2nd October responded with an extension of the deadline by a month. Part of the letter signed by the Deputy Vice-Chancellor Finance and Administration, Prof.

Barnabas Nawangwe read:

“Management has therefore agreed to extend deadline for fees payment and registration by 01 month with effect from 5th October 2015 which is the end of the 6th week of the semester.”..part of the letter read.

However, Wanyera claimed his office had not received the letter and charged at the University ‘for making education only for the rich.

Davies Mwongoya, a law student said they were tied of striking for the same thing each semester and thus a need for a permanent solution, which is scrapping off of the whole policy.

When the guild president, Bala David Bwiruka, arrived at the Freedom square, scuffles erupted between his loyalties and angry students who accused him of being against them.

The university maintains that the policy is intended to help the development process of Makerere.

By press time, the two leaders, Bala David Bwiruka and Wanyera Simon were in a closed door meeting with Dean of Students, Kabagambe Cypriano for a possible solution.
