Qualifications, Skills and Experience:

University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005, is implementing the USAID Applying science to strengthen and Improve Systems (ASSIST) Project which is a five-year cooperative agreement dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies.

Job Summary:  The USAID ASSIST Project Quality Improvement/ Technical Officer -Maternal Health will mainly plan and implement activities  to improve the quality of Maternal, Newborn and Child Health (MNCH) services at USAID ASSIST Uganda supported sites in collaboration with other USG implementing partners.

Key Duties and Responsibilities:  

  • Build the technical competencies of facility health care providers in maternal, new born and child health services including family planning services through trainings, onsite mentorships and peer to peer learning meetings.
  • Regularly review and improve technical strategies employed in MNCH to ensure the USAID ASSIST project work plan is adhered to and implemented with measurable success.
  • Develop and timely submit work plans and budgets for all assigned MNCH activities at least quarterly
  • Ensure the timely writing and submission of quality and accurate MNCH reports quarterly, bi-weekly, and at all other requested times.
  • Develop and sustain a pool of regional and district coaches with required technical competencies.
  • Develop and implement a spread plan to ensure learning from demonstration collaborative (e.g. the SMGL) become the standard of care at all USAID ASSIST MNCH supported sites
  • Ensure that all cross-cutting themes like gender and health workforce development are well integrated into the MNCH plans
  • Work in consultation with the KM staff to lead the process of documenting best practices in form of case studies, success stories, abstracts, video clips in addition to the routine bi-weekly updates, quarterly and annual reports.
  • Work in liaison with the Monitoring and Evaluation team to ensure that data collected is accurate, valid, captures process and outcome indicators.
  • Perform any other duties assigned by the supervisor

Qualifications, Skills and Experience: 

  • The ideal candidates for the USAID Project Quality Improvement/ Technical Officer – Maternal Health should possess a Bachelor’s Degree in Medicine and surgery with a background in obstetrics and gynecology and/or with wide experience in obstetrics and gynecology.
  • A minimum of three or more years’work experience in MNCH gained through serving within a government institution or NGO with proven ability to coordinate activities of different stakeholders at district and or sub national level.

Job Summary:  The Finance & Archive Officer will be responsible for the effective and appropriate management of all MSI Uganda financial record keeping from their creation through to their eventual disposal in accordance with MSI and donor regulations. The incumbent will also provide access to accurate records for a range of operational and strategic purposes and liaise with the data entrants and records clerks to improve efficiency of the filing and to help ensure the preservation of archives for the future.

Key Duties and Responsibilities: 

  1. Records Management & Archiving:
  • Responsible for the safe storing, arranging, indexing and classifying all MSI Uganda electronic and paper based financial and administrative records
  • In charge of managing and improving existing filing systems
  • Ensure filing and security reflect MSI and donor requirements for record keeping and compliance
  • Overseeing the appropriate disposal of documentation as appropriate and as approved by the Finance Director, CD and COP
  • Guiding on and implementing new records management policies and classification systems
  • Providing a policy framework to guide staff in the management of their records and use of the employer’s records system
  • Manage all requests from staff for access to archived documentation; ensuring appropriate approvals, tracking and accountability for records “checked out” from the archive
  • Ensure the effective preparation of the archives in advance of all audits
  • Ensure the effective tracking and return of all documents during audits
  • Supervise temporary records clerks as necessary
  1. Financial Management & Processing:
  • The incumbent will manage all program petty cash

Qualifications, Skills and Experience:

Bala says that the university Academic Registrar together with the Deputy Registrar of Information and Computer Technology surpassed the powers best owed upon the University’s Senate through making a decision not in line with the senate rules and regulations.

The regulation states that no student who has not been on normal progress with retakes for two consecutive semesters is ineligible to contest for guild presidency.

Bala further explains that he does not have any retakes as the electoral commission and the academic registrar say but rather he has a missing paper which he did not do because court had not yet fully ordered for his expulsion from the institution.

He adds on that the expulsion was due to having led a student’s demonstration against the 60% tuition policy in 2014 along side the outgoing Makerere university Guild president, Ivan Bwowe.
