UVTAB, Presidential Hubs Partner to Certify Uganda’s Youth Skills

In a major boost to vocational training in Uganda, the Uganda Vocational and Technical Assessment Board (UVTAB) has entered a new partnership with the Presidential Industrial Hubs to standardize and accredit skills training across the country.

The partnership, announced this week, is set to align the training offered at the hubs with the National Skills Qualifications Framework (NSQF). The goal is to ensure all graduates receive recognized certification and are equipped with competencies demanded by the job market.

“We are working closely with the Presidential Hubs to assess students and review their Assessment Training Packages (ATPs),” said Mr. Onesmus Oyesigye, Executive Secretary of UVTAB. “This will ensure compliance with national standards and improve the employability of our youth.”

The Presidential Industrial Hubs program was initiated by President Yoweri Kaguta Museveni to offer practical, hands-on training in fields like carpentry, tailoring, bakery, welding, and construction. So far, the program has trained over 16,169 students in 19 hubs across the country and an additional 60,000 youth through the Kajjansi Skills Training Centre.

Eng. Raymond Kamugisha, Director for Presidential Projects and Industrial Hubs, praised the partnership, noting that it will “bridge the gap between training and employment.” He added that UVTAB will help create tailored ATPs to address region-specific needs and enhance quality assurance in training.

“Each region in Uganda has unique needs, and we are designing training programs to reflect that,” Kamugisha said. “With UVTAB’s support, we are raising the bar for vocational education.”

During the commissioning of the Busoga Zonal Presidential Industrial Hub earlier this year, President Museveni said the hubs are not just training centers but platforms for wealth creation and self-reliance.

“In 1986, we promised ‘Bonna Basome’ (education for all), but some schools failed to deliver,” Museveni said at the time. “These hubs correct that by giving young people practical skills to survive and thrive.”

Next Steps

As part of the agreement, UVTAB will:

  • Audit and register all existing training modules at the hubs.
  • Introduce nationally recognized exams for trainees.
  • Award skills certification that meets NSQF levels 1 to 3.

This accreditation will allow hub graduates to apply for jobs in both public and private sectors, pursue further training, or even start their own businesses with credible proof of qualification.

The collaboration reflects Uganda’s growing investment in technical and vocational education as a driver of national development and youth employment. It is also aligned with the country’s Vision 2040 and National Development Plan IV, which emphasize skilling and industrialization as key pillars for economic transformation.
