About USAID Project:

The USAID Orphans and Vulnerable Children North East Region (OVC North East) Activity is a five-year Activity to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in selected districts of Uganda. The strategic objective supports Government of Uganda’s (GOU) multisector strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW, addressing social, behavioral and structural drivers of HIV, and improving access to comprehensive sexual reproductive health (SRH) services to prevent new infections. Subject to availability of funds, the United States Agency for International Development (USAID) intends to provide approximately $9,901,234 in total life of activity funding to implement this activity.

 

Job Summary: The Director of Financial Management and Operations will oversee financial management and operations for the activity. This includes oversight of procurement, grants, logistics, human resources, accounting and finance, and records. This individual will be responsible for managing the budget and preparing financial reports for submission to USAID. S/he will ensure funds expended are compliant with USG regulations and policies. S/he will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.

 

Key Duties and Responsibilities:

  • Oversee financial management and operations for the activity, includes oversight of procurement, grants, logistics, human resources, accounting and finance, and records.
  • Managing the budget and preparing financial reports for submission to USAID.
  • S/he will ensure funds expended are compliant with USG regulations and policies.
  • S/he will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.

Team Leadership

  • Participates as a senior management team member;
  • Directs and supports the Accounts team and Grants team to manage all financial and grants management issues of the Activity constantly striving to improve procedures, increase efficiency and provide the means to accomplish activity goals;
  • Provides oversight for the dayto-day financial and Grants management operations of the activity offices;
  • Serves as a liaison, under the direction of the COP, Administration, Finance, and Operations, with the UWESO Home Office Head of Finance and Operations to facilitate financial management processes including: contributing to preparation of cost to complete projections, providing guidance and oversight on activity financial management, and participating, as appropriate, in resolution of financial issues;
  • Designs and oversees training programs to continuously improve individual and activity capacity and ensure high standards of accountability, ethics and compliance;
  • Ensures compliance and adherence to USAID regulations and procedures including maintenance of internal controls, accountability of UWESO resources for all financial and operational issues;
  • Ensures that his /her teams develop and maintain a collaborative and collegial relationship with technical teams to accomplish activity goals while respecting policies and procedures.

Accounting

  • Keeps track of accruals and commitments and provides up-to-date reports as needed;
  • Ensures timely preparation and submission of statutory returns, reports and tax compliance;
  • Works closely with the accounting team to ensure all employees and vendors are vetted according to USAID and UWESO policies;
  • Oversees cash flow analyses and prepares wire transfer requests;
  • Monitors bank operations at all times;

Financial Reporting

  • Oversees work of Finance and Operations Manager to ensure timely and accurate submission of monthly transaction reporting to the Home Office;
  • Assists the DCOP, Administration, Finance and Operations and Home Office staff in the preparation of all donor financial reporting, quarterly, annual and ad hoc.

Budgeting

  • Monitors project spending (including for each subcontract), including quarterly analysis to identify overor under-spending, bringing any issues to the attention of the Chief of Party for action;
  • Provides support to costing and budget realignment efforts in collaboration with Home Office Head of Finance and Operations.

Auditing

  • Manages with support from the COP, Administration, Finance, and Operations and UWESO’s Chief Executive Officer any external financial audits and ensures that management responses to internal financial reviews are implemented in a timely manner;
  • Reviews management comments from audit reports and works with the Chief of Party and Chief Executive Officer to ensure appropriate corrective actions are taken.

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Degree in Accounting, Business Administration, Finance or other relevant field.
  • Professional certification (CPA, ACCA and CMA).
  • Demonstrated experience in administrative and financial management of large-scale, complex, programs, including experience in managing donor funded grants and subcontracts/grants.
  • Experience in risk management and implementation of internal controls.
  • S/he shall have the requisite management expertise, interpersonal skills and professional relationships.
  • Strong English written and oral communication skills.
