Job – Director Land Development at Uganda Investment Authority

Job Title: Director – Land Development Division

The Government of Uganda, through The Uganda Investment Authority intends to develop a well diversified portfolio of Industrial and Business Parks all over the Country which will be embedded in specific sector strategies such as agro processing, ICT or Logistics, taking advantage of regional competitive advantages. The business Parks will form the platform for special economic zones, export processing zones, free ports etc.

Job Summary: The Director – Land Development will be responsible for ensuring that serviced land sites within designated Industrial parks and other agricultural land are available to investors.

Key Duties and Responsibilities: 

  • Steer the development and implementation of the Industrial Parks Policy.
  • Oversee the Planning and development of a network of Industrial and Business Parks across Uganda both owned and run by UIA in partnership District Authorities and Private Sector developers and Investors
  • Draft and review Industrial Business Parks legal documents to ensure compliance to the Laws and Regulations of Uganda.
  • Steer the division in the development of a comprehensive Land Development Division.
  • Take lead in the development of the annual budget and work plan for the division.
  • Manage the implementation of major works in the designated industrial Parks and ensure that works are completed on time and within budget
  • Develop and regularly review the UIA land allocation policy and criteria.
  • Supervise the physical allocation of plots in the designated industrial and business parks.
  • Offer adhoc support to Government and other stakeholders on all issues related to the provision of property to investors in Uganda.
  • Ensure that all physical developments in the designated industrial Parks are as per the approved zoning and development guidelines and the National Industrial Paris Planning Committee approvals.
  • Work closely with Government institutions in planning development and management and promotion of Industrial and Business Parks.
  • Leverage other partners and stakeholders to enhance Industrial and Business Parks development across the Country.
  • Compile and prepare regular performance reports on UIA Land issues and prospects

Key Performance Indicators:

  • Industrial and business parks approved by the Board developed and managed appropriately
  • Kampala Industrial and Business park at Namanve developed according to approved plans
  • Land allocation criteria developed and updated regularly
  • Land Investment Fund developed and management effectively.
  • List of potential investors in need of land drawn and regularly updated.
  • Database of landlords with potential land for sale, lease or joint venture partnerships generated and updated.
  • Plots allocated to investors following approved procedures.
  • Land leases prepared and issued to owners

Qualifications, Skills and Experience: 

  • The ideal candidate should possess a good Bachelors Degree in Civil Engineering or Surveying or Land Management or Land Economics or Physical/Urban Planning or the equivalent from a recognised Institution.
  • MBA or a Post Graduate Diploma in Project Planning & Management or the equivalent from a recognised Institution.
  • At least five years experience in a similar or related job.
