Job Title: Sub Program Manager

Lutheran World Federation (LWF) is part of the Lutheran World Federation Department for World Service (LWF-DWS), an international humanitarian and development agency. LWF Uganda works to reduce people’s vulnerability, supporting them to realize their potential, to build on their assets, and to respond to their own problems and needs. LWF Uganda currently has six areas of operation in Pader, Kitgum, Adjumani, Katakwi, Sembabule, Kampala and Kamwenge Districts.

Key Duties and Responsibilities:

  • Responsible for the overall program management, financial management, supervision and implementation of the LWF Adjumani Emergency Program;
  • The Sub Program Manager will mainly ensure and promote a coordinated and participatory approach to project implementation (including participation in coordination meetings, workshops etc);
  • Build and maintain close collaboration and interaction with the heads of other agencies implementing activities in the same geographical and/or thematic areas;
  • Ensure that appropriate systems, procedures and controls are in place and used in the effective management of human (staff), financial (funds) and physical (assets) resources;
  • Certifies in conjunction with the Procurement Committee all requests for procurement and quotations, and also ensures that procurement of goods and services for project implementation are done in accordance with the established LWF/WS policies and guidelines;
  • Monitors closely the project expenditures against the available budget, including the application of adequate internal control procedures and methods, authorizes purchases and payments, and ensures satisfactory accountability of all project expenditures in line with LWF/WS regulations;
  • Ensure the project proposals, monitoring, evaluation and reporting are developed, finalized and submitted in accordance with the donor requirements / formats and within the relevant time frame, and in accordance with LWF World Service policies and guidelines;

Qualifications, Skills and Experience:

  • The candidate should hold a university degree (management, finance, development studies or other relevant field);
  • Additional       professional training in M&E and/or Project Management is an advantage;
  • A minimum of five years’ experience in a senior management position in an international organization involved in development and/or humanitarian work;
  • Past exposure and experience of working with refugees or internally displaced persons is an advantage.
  • Demonstrated experience in managing partnerships and coordinating complex and sensitive projects;
  • Prior experience of working in relation to UN agencies like UNHCR, or UNICEF is an advantage;
  • Proven experience in project management including general knowledge and understanding of international donors’ policies and procedures, monitoring and evaluation of projects in accordance to the set and agreed upon standards.;
  • Dynamic leader with creative problem-solving skills, particularly in challenging situations; cultural sensitivity and adaptability;
  • High degree of integrity and professional responsibility with a commitment to results;
  • Excellent communication skills are required;
