Job Summary:  Within this context, Enabel is seeking to recruit a 4 Public Procurement Officers to manage a good account of  Public Procurement for the interventions involved in the country portfolio.

Enabel in Uganda is looking for passionate, dynamic, individuals to fill in 4 vacancies for Public Procurement Officer as well as a pool recruitment.

Key Duties and Responsibilities:

  • You support the contracting unit in the areas of management of public contracts, grant agreements and other legal instruments, as well as for the preliminary procedures from which they result.
  • You offer support for horizontal tasks such as strategic management, knowledge and quality management, compliance and risk management, as well as document management for Contracting.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree in Procurement and Supply Chain Management, Business Administration (Procurement option), Commerce, plus any other related courses in this field;
  • A Postgraduate degree in Procurement and additional advancement in Procurement qualifications e.g. CIPS will be of an added advantage.
  • At least five years of proven relevant experience in Public Procurement and Supply Chain Management;
  • Experience of working for a bilateral or a multilateral development agency or international organisation would be an advantage
  • Experience in supporting Calls for Proposals and grant agreement management would be an advantage.
  • Knowledge of the Ugandan and/or the EU and/or the Belgian Public Procurement regime;
  • Strong (written and oral) Communication skills: expressing ideas and opinions clearly in a structured manner that appeals to the audience;
  • Autonomous worker and team player; solution and result oriented, support and service minded, efficient, flexible and structured; pro-active, meticulous with strong attention for detail and quality control; compliance-oriented disposition with regard to rules, policies, procedures and instructions;
  • Respectful behaviour, ability to build effective work relations good sense for critical analysis, resilience and accountability, ability to handle complex and/or sensitive issues;
  • Strong commitment, sense of responsibility and integrity.
