DATING: When I recite this love letter, I do not blame Jacobs for what happened

The single mum’s lens Part 3- Jacobs’ letter:  Spoken words can be adulterated, they can be inflated and sliced; but not so with written words. They sound new every time you read them. You hear the author’s voice and tone; stronger than when he is seated right next to you.

I keep Jacob’s letter to me in the middle of my Bible. My sixth sense said I would need it when the rains stop. It told me that if I used it as my Bible’s book-mark, all the hate feelings I bore in my heart would melt away like ghee under the sun. It wouldn’t necessarily disappear, but at least, it would no longer be so solid.

When I recite this letter, I do not entirely blame Jacobs for what happened. Perhaps I am arrogant, like my friends say. Or maybe he was being selfish and defensive as I believe, I do not know. What matters most is that I am gracefully crossing each bridge I get to.

Mary Ann,

It is depressing that we have reached this point where I write to you through your friend. I still cannot understand why we cannot meet and talk about this.

Ever since you found out that you were carrying my child, you got cold towards me. You treated me like a stranger, and frustrated my every effort to show you that I care. You took it all upon yourself, like the child is yours alone.

How do you expect me to be the kind of father you want when you cannot give me a chance to be him? You made it feel like it was my fault that you got pregnant, yet it is not. We share the responsibility and I cannot deny it. Why do you treat me like the villain?

You tell my friends that I walked away from you yet you know that is not true. We both allowed ourselves into this situation knowing well that I was married. Right from day one, I made it clear that I loved my wife and two kids, and would not let anything get in the way of their happiness.

Was it wrong for me to suggest an abortion? You said you wouldn’t settle as a second wife and I thought that would sort us out. But even when you refused to do it, I understood. Mary, was I in wrong to suggest that you go and live with my parents in Bushenyi? What else would I have done? At least they would understand that I have a second wife. You know I could not let my wife know about us.

You rejected both my offers and instead demanded that I go with your u and explain it to your parents. I did not want to be the man who spoils your education. How did you expect a married man to meet your parents?

You are a young girl, so full of life. It was not hard to get your life back. We could have deleted that baby and life would go on normally. But now that you refused to go and live with my parents, I cannot be held responsible for whatever will happen.

I cannot rent you a room because I do not want to be held responsible for whatever happens to you when you are living there alone, especially in this condition. I do not even want to imagine what people will say when they see me coming to visit a pregnant girl yet I am married. You know I left Mbarara and my wife’s friends and family can see me coming to your place. Kampala is not a very big town. I love my family too much to risk losing it.

Mary you know I loved you, maybe I still love you; but I cannot stay with you anymore. Things were not supposed to turn out this way. You should have been responsible enough to avoid getting pregnant. At least that is how most of the girls survive in this city.

Because I asked you to I’ve me time to think about this situation, you concluded that I abandoned you. So be it! I do not want you to come running to me when life fails. After all, you are not incapacitated; you can still make a life for yourself. Put want you have been learning at campus to use, or better still, find a business to do. I can raise for you half of the money.

God knows I am not being selfish, I am simply acting in the best interests of my family and my reputation. If you cannot go and live with my parents until you put to bed, then I am so sorry for you because I cannot support two homes and have you as the third.

If ever you decide to go to Bushenyi, give me a call and we shall talk. Less of that, we have no business negotiating about anything. I know you are brilliant and hard-working, I am sure you will make it in life.

Until you decide to go to Bushenyi, I do not expect to hear from you.

Key Duties and Responsibilities:  Under the overall guidance of the WHO Representative, and working in close collaboration with technical staff at headquarters, Regional and Country Office, the incumbent:

·         Offers technical expertise and guidance in the field of Emergency Preparedness and Response (EPR) including provision of expertise and authoritative advice for the collection, validation, analysis and dissemination of data, the design and implementation of Early Warning and Response System, and the coordination of related activities.

·         The incumbent builds and maintains close collaboration with a broad range of staff from MOH, health facilities District health offices and partners to promote and facilitate effective cooperation for the implementation of related policies and procedures,

·         Draws elaborate strategies and guidelines to ensure the quality and usefulness of EPR interventions including the Integrated Disease Surveillance and Response, monitoring and rapid assessments when required during emergencies;

·         Offers support in capacity building in the country to meet the core IHR competencies. Monitor progress, identify critical gaps and support the review and re-planning for meeting the required core competencies.

·         Ensures a close contact and collaboration with MOH and district health offices to ensure timely communication of events of potential health risks including disease outbreaks. Monitor trends and report potential emergencies to ensure timely and coordinated response.

·         Actively monitor internal WHO capacity to implement the WHO Emergency Response Framework (ERF) in collaboration with the other units within WHO. Participate in the development of strategies and implementation of interventions to build the WCO capacity to implement ERF.

·         Support the MOH in collaboration with the regional office and HQ to strengthen cross border collaboration, capacity building and information exchange.

·         Secure information from a broad range of health sectors, analysing and recommending actions and guidelines for the elaboration of mediumand long-term plans of work and strategies, including consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning;

·         Oversee and actively promote the effective coordination of surveillance and assessment activities with Regional Offices and HQ as well as local, regional and national health entities and other international health partners including UN agencies and NGOs;

·         Perform any other duties as may be assigned by the WR.

Qualifications, Skills and Experience: 

·         The ideal candidates for the World Health Organization (WHO) National Professional Officer/Emergency Preparedness and Response should hold a Medical degree from a recognised university.

·         Possession of a post graduate degree in Public Health and/or Paediatrics.

·         Additional training on disaster management and essential statistical packages and information management system is desirable

·         A minimum of seven years’ hands-on experience in planning, monitoring and supervision of child health activities at national or regional/provincial or district level.

·         Comprehensive working knowledge of surveillance and monitoring systems as related to emergency preparedness and response,

·         Knowledge and skills in the field of epidemiological or statistical data collection, assessment, analysis and the evaluation and monitoring in a public health context.

·         Ability to conceptualize and promote innovative strategies and policies.

·         Ability to communicate and write in a clear and concise manner, and to develop effective guidelines.

·         Excellent negotiation and interpersonal skills complemented by ability to motivate and lead others, and to promote consensus.

·         Ability for research and innovations to address critical gaps.

·         Languages: Proficiency in written and spoken English; Knowledge of French would be an added advantage.

About UCU:

Uganda Christian University was founded when the historic Bishop Tucker Theological College was promoted as a university in 1997. Bishop Tucker Theological College trained clergy and educators during its 84-year history from 1913-1997. The local chief, Hamu Mukasa, granted land for the college to operate in Mukono. International partnerships were part of the College’s missionary history. The Church Mission Society teamed with Ugandan leaders and others to assure the College had the necessary intellectual and other capital. By the late 1990s, the Church of Uganda sought to have a broader impact on society through the higher education – not only of clergy but of other professionals as well. Uganda Christian University was established in 1997.

Job Summary: The Director, Planning will provide oversight over drafting and reviews of the “Strategic Plan” of the University, including establishing and monitoring the priorities for teaching, research, and service in the University. Planning should prepare detailed multiple year plans (e.g. 3 and 6 year plans) for the physical, financial, human resource, and other requirements needed. Then, Planning should develop and monitor annual business plans including collecting and reviewing division and departmental goals and budgets.

Key Duties and Responsibilities:

·         Develop and implement an integrated strategic plan that incorporates University programmes and services, financial plans, human resource plans, and physical plant requirements;

·         Develop and recommend annual, 3, and 6 year plans that coincide with the Strategic Plan;

·         Carry out periodic (mid-term) reviews of the Strategic Plan;

·         Assure continuous coordination, goal-setting and implementation of the Strategic Plan across all the University Departments;

·         Review and recommend annual department budgets;

·         Work closely with the Department of Finance to assure that financial plans are carried out, including monitoring key financial and performance ratios;

·         Liaise with all Departments and Human Resources to formulate Human Resource requirements and comment on proposals for new staff;

·         Liaise with the Physical Planning Manager to assure that the physical plant is well planned for, and meets the needs of the University;

·         Carry out periodic Institutional Research activities to benchmark and assure that Uganda Christian University stays competitive;

·         Report to Cabinet and Council on strategic leadership issues;

·         Perform any other official duties that may be assigned by the Supervisor.

Qualifications, Skills and Experience:

·         The Director Planning should possess a Masters in Management or (Business or Public) Administration or related fields from a recognised institution of Higher learning;

·         A minimum of five or more years’ experience at senior level position performing similar roles as a planner or strategist;

·         Past exposure and experience of having worked in an institution of Higher learning would be an added advantage;

·         Demonstrate high standards of integrity, ethics, attention to detail, objective judgments and independence;

·         Good computer literacy skills with proficiency in the use Microsoft Office packages such Excel, PowerPoint, Word and the internet;
