About NPA:

The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). Accordingly NPA is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans.

Job Summary: The Planner Agriculture will be responsible for strategic comprehensive development planning for the agriculture sector.

Key Duties and Responsibilities:  

  • Actively engage in policy and problem solving research in agriculture (crops, livestock and fisheries)
  • Carry out economic analysis of the cropping, livestock and fisheries systems with a view to advising the Authority on issues for discussion with H.E. the President with a view to guide priority interventions in the sector.
  • Responsible for the analysis of agriculture Sector development trends and issues to identify threats, potential opportunities and emerging issues to guide planning and policy.
  • Actively participate in the formulation of agriculture development policies
  • Provide technical advice on the most appropriate budget allocation to the development programmes and projects in the agriculture sector with a view to establishing synergies with other sectors in the economy.
  • Create a link between NPA with the sector stakeholders including but not limited to Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), its affiliated agencies, CSOs, development partners, NGOs , etc with a view to ensuring that agriculture sector development plans are formulated and aligned to the National Development Plans and ultimately to Uganda Vision 2040.
  • Provide technical backstopping to the planning functions at both central and local government agriculture sector levels.
  • Prepare Policy Briefs on the sector.
  • Perform any other duties as may be directed by the immediate supervisor and higher authorities from time to time.

Qualifications, Skills and Experience:  

  • The ideal candidate should hold a Masters’ degree in Agricultural economics, Agri-Business, economic policy and planning and any other closely related discipline from a recognized University
  • At least five years’ experience in any of the areas of agricultural planning, extension, research and development in a reputable organization / institution.
  • Masterly of analytical skills is an added advantage

What next after campus – To make or not to make babies

When you successfully complete campus, one of the realities you will face are the ladies who think that you can now make babies with them. You are done with school after all. What more can you do with life except father a few kids here and there.

So, the other day I met an old friend. It’s been a while since we talked. When we met, I cancelled all the plans I had in the afternoon and off we went to Javas to question ourselves on why we had chucked each other and what plans we had for the future.

Somehow, as we talked and sipped on the cup of coffee we were sharing, the conversation drifted to an unfinished discussion we had had a few years back about the two of us making one or two babies together. I have always tried to avoid this discussion but she keeps bringing it up anyway.

And I don’t even remember how we got there but in my heart I was like you must be kidding me.

“And you know that for us to make babies, something has to be done under the sheets” I contended.

“Yes of course” she cut in, “What’s wrong with that? We are both adults.”

“But even if we have the child” I retorted “how are we going to raise the child because you know that it’s impossible for us to get married right? At least we have discussed and agreed our different religious affiliations can’t allow us to.”

“If we can’t agree on how to raise the child,” she countered, “then we shall take the matter to the parents and they will decide.”

Naye girls can be sharp, she knows that she can get away with this because well, her family and ours have been close since time immemorial. Surely, my parents wouldn’t mind their friend’s daughter who is a consenting adult mothering their grandson.

Bala David Bwiruka  aka Tiger,  the newly elected Guild President of Makerere University was sworn in on Monday afternoon. The president was sworn in together with other members of the 81st Guild Cabinet comprising of Nyamutooro  Phiona as the Vice President and Odur Derrick as his Prime Minister among others plus the Guild Representative Council (GRC) members.

The ceremony which took place in the University main hall was graced by hundreds of cheering students and witnessed by academic officials.

In his speech,  Bwowe Ivan,  the outgoing Makerere university Guild President was apologetic to the booing crowd.

At the end of his speech,  revolved around apologies,  promises and appreciation,  Bwowe was given a standing ovation.

Incoming cabinet dignitaries were sworn in and handed over files by respective outgoing cabinet ministers.  The GRCs from different colleges and halls were also sworn in.

A moment was reserved for Bala’s mother,  Mrs Margaret Kasiko to say a word before her son could take to the podium.

She was full of praises for Makerere for having made the right choice and reminded her son to uphold the Christian values he was raised unto.

Bala’s turn to speak was greeted by jubilation and praises.  He received a standing ovation and was occasionally interrupted by the joyous audience during his speech.

Confident as always,  Bala reminded the public of his service to a mighty God.

Bala promised to put to the front the social welfare of the staff,  demand for service delivery  and improving on the security within the University.

He tasked his new cabinet to deliver and threatened a cabinet reshuffle in areas of failure.

The dean of Students, Mr Kabagambe Cyrianco had less to say.  He thanked the outgoing leadership and hinted the new cabinet need to live to expectations.

The acting vice chancellor,  Prof Okello Ogwang appealed to work with the new leadership through collectiveness  and dialogue.

He condemned violence that exhibits during elections and called for peace and cooperation between camps.

It should be noted that Bala released his cabinet list an hour to the swearing in ceremony. Among other appointed ministers include,  Kuteesa Ferdinand as the Campus Affairs Minister,  Kijjambu Michael as the Finance Minister and Ndyabahika Davidson as the information minister.

The Speakership and Clerk position are to be filled on Thursday.

Bala David Bwiruka camp is meant to have a victory party tomorrow at his hall of residence,  University hall.
