Job Summary: The Manager, Planning Monitoring and Evaluation (PMER) will be responsible for development, review and oversight implementation of systems for Planning, Monitoring and Evaluating of the URCS strategy, implementation and coordination of the PMER documentation and sharing of information, knowledge relating to the delivery of the URCS Programmes in line with the National Society’s Planning and M&E standards and Reporting guidelines.

Key Duties and Responsibilities:

  • Offers overall leadership to the organization in the development of planning, monitoring and evaluation systems and processes for programmes and projects in line with URCS M&E standards, donor requirements, and the URCS Strategic Plan.
  • Develops, reviews information and knowledge systems, and manages shared content with both internal and external stakeholders in line with the open Information Policy and other organizational policies and procedures.
  • Monitors and enforces URCS departments, staff, branches and partners compliance to URCS M&E Standards and donor requirements.
  • Steers and provides the technical assistance in documentation and result based reporting in all programmes, projects and selected case stories, models and integration of lessons learnt into future programming, project planning and fundraising.
  • Builds the capacity of staff and partners in development and implementation of Planning, M&E systems in line with the URCS Strategy and Policies.
  • Oversees the development, performance and motivation of staff in the PMER Unit in line with URCS Human Resources Policy.
  • Develops and leads the implementation, monitoring and reporting on the performance of URCS systems and strategy of knowledge management in line with the National Society’s Knowledge Management priorities.
  • Steers the consolidation of strategic and periodic plans as well as organization reports in line with planning and reporting processes.

Qualifications, Skills and Experience:

  • The applicant should possess a good Bachelor’s degree in Statistics, Development Studies/Humanities or relevant discipline; Master’s degree in the relevant discipline; Post graduate diploma in M&E a must;
  • Past experience in Project Planning and Management.
  • Possession of six (6) years experience in similar position of which three years must be in a senior management position from a reputable organization.
  • Evidence based programming/reporting/strategic planning; multi-donor reporting are essential requirements;
  • Additional experience in Public Relations, Resource Mobilization, Budgeting and Financial Management desirable;
  • Past experience in Policy Analysis;
  • Skills in networking and collaboration;
  • A system-oriented person with high sense of judgment, excellent communication and writing skills;
  • Should be mature with high integrity and able to maintain confidentiality and approachable.
