Job Title: Procurement Officer

The Public Procurement and Disposal of Public Assets Authority (PPDA) is established under the PPDA Act No.1 of 2003 to formulate policies and regulate procurement and disposal practices in respect of all procuring and disposing entities which include Central Government Ministries and Departments, Local Governments, State Enterprises, Constitutional and Statutory Bodies and Post Primary Training Institutions.

Job Summary: The Procurement Officer will support the planning and implementing of the procurement and disposal activities for the Authority

Key Duties and Responsibilities:

  • Oversee the procurement requisition register and verify the requisitions submitted for clarity and completeness.
  • Assist in preparation of bidding documents and advertisements of bid opportunities.
  • Assist in the review of the reports submitted by the appointed procurement agent.
  • Monitor issuance of contracts and receipt of signed versions from Providers.
  • Compile and input data in the Procurement Performance Measurement system (PPMS).
  • Carry out supplier appraisal and prepare reports on the performance of suppliers.
  • Work closely with accounts and contract managers to ensure that suppliers are paid in time.
  • Maintain a link with user departments to ensure that contract Management reports are prepared and contract management files maintained.
  • Assist in preparation of the monthly procurement and disposal reports.
  • Ensure that records on all procurements and disposals conducted are properly maintained.
  • Perform any other duties as may be delegated from time to time

Qualifications, Skills & Experience:

  • The Procurement Officer should possess an honours degree in Procurement or Business Administration (Procurement option) and any other procurement related field from a recognized University. A recognised procurement professional qualifications like CIPS or NEVI is a requirement
  • Credits in both Mathematics and English at O’ Level.
  • A minimum of one (1) year’s relevant experience from a reputable organization.
  • Computer literacy skills.
  • Excellent negotiation skills.
  • Good interpersonal skills.
  • Problem solving skills.
  • Excellent analytical skills
  • Ability to work under pressure.
  • High level of integrity.
  • Communication skills – verbal and written.
  • Ability to work under tight timelines and with minimal supervision
