Job Title:   Project Officer

WaterAid is an international non-governmental organisation, focused on water, sanitation and hygiene. WaterAid’s vision is of a world where everyone has access to safe water and sanitation. WaterAid transforms lives by improving access to safe water, hygiene and sanitation in the world’s poorest communities.

 

About Project:

The proposed project – Improving water quality and service levels in Uganda and worldwide through testing of a new handpump riser pipe configuration – Phase 2 – will aim to validate the Poldaw riser pipe system at intermediate scale (100 sites), giving sufficient confidence for wider adoption for the water supply sub sector.

 

Job Summary:  The Project Officer will facilitate project planning, implementation, monitoring, reporting and evaluation in collaboration with local communities and government authorities at national and sub-national levels. It is entrusted with ensuring efficient and cost-effective operations of all the project deliverables (sector support-influencing, service delivery, capacity building, research, learning and documentation) and operations towards the fulfilment of strategic objectives of the organization and the local governments.

 

Key Duties and Responsibilities:

Technical Support

  • Review and evaluate technical proposals for the research on performance and reliability of the hand pump riser system
  • Supervise data collection, analysis, and documentation of research findings to inform policy and practice of the hand pump riser system
  • Develop training module for the operation and maintenance of retrofitted hand pumps in project districts
  • Train district staff and Hand pump mechanics association on operation and maintenance of retrofitted hand pumps
  • Utilize research evidence to develop policy briefs/Issues papers summarsing policy recommendations towards national adoption of the riser system by the Ministry of Water and Environment and other stakeholders
  • Apply learning and best practices on sustainability from the project to influence relevant WASH sector actors on the sustainability agenda at national and global levels
  • Work with the district leadership to establish a locally driven private sector supply chain for the hardware components for the new handpump riser system in Uganda
  • Supervise technical works to ensure implementation of designs as per WaterAid standards
  • Spearhead stakeholder engagement at district level to ensure active participation of the district technical and political teams for ownership of the project
  • Evaluate workmanship quality and produce weekly site inspection reports

Project Management

  • Plan, coordinate, and control activities of the project jointly with the district water officer and WaterAid programmatic team given to him as guided by the Head of Programmes.
  • Develop the project annual implementation plan in line with the project plan and Country Development Strategy
  • Support the procurement committee in in contracting technical works and administration of contracts.
  • Guide and supervise the implementation of hand pump improvement project in selected districts
  • Monitor and track project budget expenditure on a monthly basis in line with the donor commitments and delivery timelines
  • Document project lessons and use it to inform WaterAid programming and adaptation
  • Prepare monthly project progress reports and submit to the Head of Programmes

Systems and Procedures

  • Administer cash, property and equipment of the projects as assigned by the Head of programmes and WaterAid Uganda
  • Ensure implementation of planned activities as per the proposal and donor requirements
  • Undertake review/preparation of bill of quantities, specifications and contract documents
  • Establish a system to monitor and evaluate project activities and impact, in accordance with existing monitoring and evaluation guidelines.

Learning and Development

  • Facilitate development of personal learning objectives as guided by the Head of Programmes and People team lead
  • Share information with relevant institutions and participate in the documentation, learning and dissemination of lessons learned
  • Ensure that the project engages local stakeholders and develop local capacity for long term sustainability
  • Participate and play a key role in project and Country programme evaluations

Networking

  • Establish a smooth working relationship with communities, local administration and other development partners in the district and beyond
  • Establish contacts and relationships at different level to exchange information.
  • Represent WaterAid id key relevant sector engagements at different levels.
  • Undertake any other activities as requested by the Head of programmes and WaterAid Uganda

Qualifications, Skills and Experience:

  • The applicant must hold a B.Sc. degree in Hydraulic Engineering, Water Resources Engineering, or related fields
  • At least four years of proven and progressive work experience, preferably with NGOs implementing similar initiatives.
  • Track record of successful work experience and results in the area of program or project study and design, study and implementation of WASH projects, preferably in NGOs
  • Demonstrated technical ability, sound judgment, and ability to work effectively with others at all levels
  • Excellent written and verbal communication skills and ability to communicate effectively with a wide range of stakeholders, e.g., government offices at different levels, partners, other NGOs and networks
  • Firm belief in teamwork, equity and inclusion, sensitivity to HIV/AIDS, application of participatory approaches and sustainable development
  • Commitment to values and working styles of WaterAid Uganda.
  • Proficient in computer skills (MS word, Excel, Power Point)
  • Internet browsing skills
  • Good written and spoken English language
  • Good interpersonal and communication skills
  • Ability to communicate information accurately
