About UCU:

Uganda Christian University was founded when the historic Bishop Tucker Theological College was promoted as a university in 1997. Bishop Tucker Theological College trained clergy and educators during its 84-year history from 1913-1997. The local chief, Hamu Mukasa, granted land for the college to operate in Mukono. International partnerships were part of the College’s missionary history. The Church Mission Society teamed with Ugandan leaders and others to assure the College had the necessary intellectual and other capital. By the late 1990s, the Church of Uganda sought to have a broader impact on society through the higher education – not only of clergy but of other professionals as well. Uganda Christian University was established in 1997.

Job Summary: The Financial Aid Officer will support all UCU students who are under official scholarships or sponsorships that are coordinated by the Office of Financial Aid. This position will assist the Financial Aid Office in communicating with students, donors, and University offices (especially Accounts, Academics, and Faculties) and maintain records. The incumbent  will be responsible for administration of student sponsorships through maintaining data, meeting with students, and facilitating communication.

Key Duties and Responsibilities: 

·         Serve as the first point of contact for sponsor organizations

·         Recommend students for registration and fees clearance during the semester based on donor interactions

·         Tactfully assist students who have no recourse

·         Maintain accurate records of donor commitments, payments, and student records

·         Receive and process inquiries from students, and organizations with interest in obtaining or providing sponsorship

·         Implement University-based scholarships including Work Study, Theology, Staff Spouse and Child, and Sports scholarships.

·         Work closely with major donor organizations involved in sponsorships including providing reports, accountability, and generally improving relationships.

·         Create and maintain publications about scholarship programmes at UCU including brochures and website

·         The incumbent will serve at the secretary for the University ScholarshipsCommittee.

·         Coordinate with relevant offices such as Bursar, Academics, and Student Affairs, Honours College for students’ benefit.

·         Report to Regional Campuses on donations received and assure they are credited to regional campus accounts at UCU.

·         Quickly respond to inquiries from sponsors about the status of their sponsored students.

·         Write MOUs between UCU and donor organisations to ease operations

·         Counsel and advice students on financial aid

·         Follow up with donors on their payments

·         Seek new scholarship opportunities in partnership with offices responsible for University development

·         Do all such other duties incidental to the advancement of Financial Aid in UCU

·         Supervise staff in the department

·         Perform any other official responsibility or duties assigned by the supervisor

Qualifications, Skills and Experience:

·         The Financial Aid Officer must hold a Master’s degree preferably in Business or a Management discipline. Also, the applicant must hold a Bachelor’s Degree, preferably in Business or a Management discipline

·         At least three years of post masters experience at a supervisory level.

·         Detailed working knowledge and understanding of Funding Principles, with proven analytical, interpretative abilities and report writing skills.

·         Knowledge and Experience of the ITS System and Financial Aid processes.

·         Past exposure and experience in working under pressure with strict adherence to deadlines.

·         Detailed knowledge and understanding of funding categories and types.

·         Working knowledge of financial aid policies, rules and regulations.

·         Excellent interpersonal, communication and negotiation skills.

·         Have budgetary skills and analysis capabilities.

·         Have computer literacy skills (Ms Office Packages)

·         Be client service oriented and have sound conflict management and time management skills.

·         Possess good computer skills, particularly Microsoft Word and Excel

·         Has got to have good Interpersonal skills and able to maintain confidentiality.

·         Required to work overtime during peak times or as and when required.

Key Duties and Responsibilities: Within limits of delegated authority and under the direct supervision of Chief, Regional Procurement Office in Entebbe, Uganda and the overall supervision of Chief, Field Procurement Service, the Procurement Officer will be responsible for the following duties:

·         The incumbent serves as a senior procurement and contracting expert in the Regional Procurement Office (RPO) with responsibility for the world-wide procurement of a wide variety of supplies and services associated with highly complex (technically and legally) contracts and procurement activities.

Job Summary: The Human Resource Assistant will provide support in the management of Human Resource functions at IPAU for both full time salaried staffs and hired consultants. The incumbent will support the HR Manager to ensure that HR issues are carried out efficiently and effectively, based on the IPA policies and procedures, statutory legal requirements of the government of Uganda and donor guidelines. The Human Resource Assistant will also deputize the HR Manager in performing general duties.

Key Duties and Responsibilities: 

1. Recruitment Support:  Support the HR Manager to manage the recruitment and selection process for all vacant positions, specifically in the coordination of the whole process from posting of adverts, shortlisting, conducting interviews up to on boarding processes.

2. Staff Records:-

·         Ensure that staff records are complete as per the HR file checklist, up to date and kept confidential in individual HR files.

·         Update and maintain staff lists by project, contact inform, gender and provide to the HR Manager on a monthly basis.

·         Facilitate issuance of medical and staff Identity Cards for new staffs and returned at end of employment.

3. Staff Training and Development activities:-

·         Work closely with the Administrative/Operations staff ensure logistical arrangements are efficiently made to facilitate training events and staff retreats.

·         Ensure that full time staff produce training reports after each training attended.

·         Maintain a staff training record database and training events calendar.

·         Manage the staff wellness program

4. Insurance Management:-

·         Follow up timely annual policy renewals, preferably a month prior to expiry.

·         Update and maintain file record of all insurance related correspondences

·         Prepare payment requests as appropriate

·         Group Personal Accident

o   Update the GPA insurance list regularly to include new and outgoing staff.

o   Maintain file copies of all incoming and outgoing correspondence to the insurers.

o   Keep track of all accident related cases, filing insurance claims, following up on all relevant documentations that includes police reports, filing in relevant claim forms, submission of medical receipts and doctors notes, contractors, prepare payment vouchers for approval.

o   Monthly allocation of GPA Insurance costs to projects with the Supervision of the HR Manager and submit to the Finance Manager.

·         Medical Insurance

o   Ensure medical provider and individual issues are promptly addressed.

o   Timely communicate to the medical service new staff and family additions and provision of cards and terminations & retrieving of cards from departing staffs.

o   Maintain file copies of all incoming and outgoing correspondence to the service providers

o   Reconcile staff/dependents list for insurance purposes.

·         Money Insurance

o   Maintain an updated list of all staff covered under the policy, specifically staffs that handle cash transactions

o   Follow up as appropriate on all claims with the insurer

o   Manage the filling system for the HR department.

o   Periodically review personnel files against the HR checklist for accuracy and completeness of personnel records and filing.

o   Label all files and develop a systematic filling list.

o   Open new files and recommend old files for closing.

o   File all documents promptly and retrieve them when requested.

o   Maintain contracts/agreements schedule for HR services ensuring that agreements are renewed timely – a month prior to expiry following systematic procurement process.

5. For short-term contractors:

·         Support the HR Manager in maintaining a database of field staff, including

·         Improving the existing database to accommodate its size..

·         Update the database with current consultants hired by project, location, telephone contact

·         Categorize the database by different language groups, paying attention to multi-language speakers.

·         Maintain the database of only actively hired field officers

·         Participate in the hiring process for Field Officers in collaboration with respective Field Management Teams.

·         Ensuring all supervisors are completing performance evaluations at the end of each data collection and ensure the information is entered in the database, and that all supervisors have constant access to past evaluations.

6. Payment process

·         Raise Purchase and Payment Requests for all HR related procurement transactions ensuring all relevant information, data and chart of accounts coding is recorded correctly.

·         Compile bank and TIN information for newly recruited short term contractor staff and full time staff.

·         Verify bank information, timesheets and payments for short term contractors.

·         Communicate to your supervisor, the finance manager and project management teams promptly any challenges.

The Agribusiness Initiative (aBi) Trust is an institution set up by the governments of Uganda and Denmark to support agribusiness initiatives in the country. In particular it is to support the private sector to increase their contribution to the agricultural sector by increasing productivity and competitiveness leading to poverty reduction through economic growth, wealth, and employment creation.  The vision of aBi Trust is of “competitive private sector led agriculture in Uganda” with the mission to “promote private sector driven agribusiness development to enhance wealth creation in the country.” The aBi Trust achieves its mission and vision through interrelated subcomponents.

Job Summary:  The Monitoring and Evaluation Officer will support the aBi Trust M&E  function through monitoring and evaluating projects, reporting, providing technical support to staff and  IPs  in Monitoring ,Evaluation, reporting. The M&E Officer will also offer technical support by ensuring that all grantees are using the right methodologies to Plan, implement, monitor, evaluate and report on their projects.

Key Duties and Responsibilities:  

·         The job holder will support the process of defining, developing and revising the Monitoring and Evaluation (M&E) system as it applies to the aBi.

·         Update and maintain the GIS system and tracking of indicators in collaboration with IT staff

·         The job holder will maintain the M&E system and tracking of indicators.

·         Retrieve and analyze data from the management information systems and write reports for management use in decision making

·         Guide management on the use of information systems for better results

·         Build capacity of team and Implementing Partners on M&E tools, analysis, data management and reporting in the aBi management systems.

·         Work in liaison with consultants to set up the GIS system and ensure its adopted by staff, Implementing Partners

·         The incumbent will support the IT department with technical assistance when called upon.

·         Provide help desk and onsite technical support on hardware and software on IT, M&E and GIS systems

·         Actively monitor and evaluate projects and write reports to Unit head.

·         Render support in assembling relevant reports to Management, BOT and other development partners.

·         Ensure data backup, import and export in M&E, GIS systems and other Management Information Systems

·         Advise on manual data management like file naming, data to be filled and open up files for all Implementing partners.

·         Perform any other duties as delegated by the Unit Head / Manager,Monitoring and Evaluation

Key Performance Indicators:

·         Responsiveness to internal customer requests

·         Efficiency in the maintenance of informative M&E System and GIS System

·         Timeliness in the preparation of relevant reports.

Qualifications, Skills and Experience:  

·         The ideal candidate for the aforementioned placement must hold a bachelor’s degree in Agriculture, Economics, Statistics, Development studies from a recognized University coupled with exceptional technical skills in Monitoring & Evaluation, Data management, assessment. Post graduate qualifications/Masters in project planning and management,monitoring and evaluation would be an added advantage.

·         At least six years’ experience in Monitoring and Evaluation function

·         Broad knowledge and understanding of the DCED standard ofMonitoring and Evaluation

·         Significant experience in agriculture donor funded projects is an added advantage.

·         Demonstrated experience in qualitative and quantitative data collection and analysis as well as database management.

·         Previous experience in facilitating meetings to reach a goal or consensus.

·         Excellent analytical and report writing experience.

·         Working knowledge of statistical packages and Databases.

·         Familiarity with Donor Committee for Enterprise Development (DCED) Standard.

·         Computer proficiency in Microsoft programs and report writing.

·         Detailed understanding of advanced Monitoring and Evaluationconcepts.

·         Very good competencies in statistics to analyse data and provide interpretations.

·         Understanding of DCED standard of monitoring and evaluation.

·         Good understanding of UEA standards

·         Impeccable levels of integrity

·         Keen on detail and execute duties within the set timelines

·         Excellent report writing skills

·         Excellent communications and presentation skills

·         Strong organizational, interpersonal and management skills.

·         Leadership qualities, personnel and team management (including mediation and conflict resolution).

I was not disappointed by the comments made by President Museveni when he asserted that I am a young boy who failed to manage Makerere University and that he doubted my capacity to manage this country. It only affirmed my impression of him as a person who is of advanced age and has no more capacity to keep tabs of what is going on and has no idea what is happening on the ground in Uganda.

Of course I know that President Museveni has grown very intolerant of anybody who threatens his hold onto power. It is the reason that he has gone an extra mile to forget the above as seen in his attacks over my personality.

Interestingly, the attack over my management capacity didn’t catch my attention as much as his reference to me as a young boy. From his comments, I now understand why less has been done by President Museveni’s government to address issues that concern youths like education, job creation among others.
Interestingly when President Museveni first became President of Uganda in 1986, he was only 41 years of age.
