Job Title:  Programme Coordinator

The Parliamentary Forum on Climate Change was treated in late 2008 to respond to the pressing issues – environmental, social and economic – presented by rising global temperatures due to the phenomena known as Climate Change.

The Forum recognizes the urgency and need for immediate action in responding to Climate Change in implementing and managing an equitable, comprehensive response to global warming.

Key Duties and Responsibilities:

  • Ensure effective coordination of the preparation, planning, fundraising and implementation of PFCC projects/programmes.
  • Build and strengthen inter-agency coordination, working with relevant parliamentary committees.

  • Establishing effective mechanisms for monitoring and evaluating PFCC programmes and follow up on key areas of application commitments in collaboration with PFCC Executive, parliamentary Committees and civil society.

  • Proactively organize dialogue meetings with key partners to articulate clear advocacy and communication interventions that are in line with PFCC goals and objectives.
  • Explore and recommend strategies for partnerships, institutional linkages with line ministries, civil society groups, local governments, media, academia, etc.

  • Identify strengths and weaknesses in programme implementation and providing innovative solutions on adjusting strategies and implementation.

  • Draft and/or produce catchy information materials such as video reports, photo documentation, statements, policy briefs, newsletter production and represent PFCC on several other working groups on Climate Change and carry out tasks as appropriate on behalf of the Executive Committee.

Qualifications, Skills and Experience:

  • The ideal candidate should preferably hold a good University degree in environmental management, social sciences or related fields;
  • Possession of a Master’s degree in environment science and natural resources or any other related course is a requirement
  • A postgraduate diploma in project planning and management would be an added advantage
  • A minimum of four or more years’ experience working in the field of international development and environmental governance, or research at a professional level (required)
  • Self-motivated and availability to work under the pressure;
  • Team-oriented, possess a positive attitude and work well with others;
  • Excellent communication skills;

Job Title:  Grants Management Assistant

The Regional Universities Forum for Capacity Building in Agriculture (RUFORUM), established in 2004, is a consortium of 42 universities in 19 countries of Eastern, Central and Southern Africa (ECSA). The organisation evolved from the Forum on Agricultural Resource Husbandry (FORUM) program of the Rockefeller Foundation.

RUFORUM is registered as an International Non-Governmental Organisation (NGO) and has mandate to oversee graduate training and networks of specialization in the Common Market for Eastern and Southern Africa (COMESA)

RUFORUM has an MoU with the African Union for strengthening science, technology and innovation capacity in Africa.

Key Duties and Responsibilities:

  • Archive grants documents and generate relevant information to be packaged and uploaded into the RIMS as appropriate
  • Receive, compile and create database for proposals under the different Call for proposals
  • Carry out administrative check for proposals received in response to Calls
  • Send out proposals received for review and compile Reviewer Comments
  • Organize and prepare the necessary documentation for the Technical Committee Meeting to select proposals for funding
  • Organize and manage logistical arrangements for the grants related convening events
  • Intuitively review project budgets, prepare and dispatch grant award letters to Grantees
  • Prepare necessary documents and requisition for funds for Grantees
  • Actively engage with and communicate with Principal Investigators and grantees of RUFORUM supported projects as appropriate to ensure smooth and timely implementation of the projects
  • Develop, update grants databases and compile relevant data in preparation for deeper analysis and interpretation
  • Perform any other duties as assigned

Qualifications, Skills and Experience:

  • The candidates should hold a good Bachelor’s Degree in agricultural and related sciences
  • At least one year’s in project management in NGOs, research and training institutions
  • Possess the ability to use computers and MS Office packages
  • Should be a team player.
  • Keen attention to detail
  • Possess the ability to communicate effectively
  • Ability to work calmly under pressure.
  • Ability to value and act with honesty and openness in relations with others.

DAAD scholarship programme aims at helping students and graduates improve their knowledge of German (general language, special language) and their cultural knowledge of the country.

Eligibility Criteria:

  • Students who have completed at least two years of a Bachelor or Master’s degree programme in any subject area at the start of the scholarship period may apply.
  • Students in the last year of a Bachelor programme are eligible to apply if they intend to start a Master’s degree programme shortly after completing their BA. Please attach a letter of confirmation from the university as proof.
  • Neither graduates holding a Master’s degree nor PhD students are eligible for this programme.

What requirements have to be fulfilled?

  • The grant holder must be at least 18 years old when he/she starts the funded stay.
  • Applicants must be registered at a university in their home country or in their country of permanent residence (except Germany) at the time their funded stay begins.
  • An applicant may only be considered once in any three consecutive years for a DAAD Intensive Language Course or University Summer Course Grant.
  • It is not possible to apply simultaneously for an Intensive Language Course and University Summer Course Grant

What is supported?

  • The programme funds attendance of language and area studies courses as well as special language / terminology courses that are offered by state or state-recognised German universities and by affiliated language schools.
  • You can find out about course providers and programmes on the DAAD website.

Duration of funding

  • The courses run for at least 18 teaching days (max. 5 days/week, excluding days of arrival and departure) with a minimum of 25 hours of teaching a week.
  • The grants are non-renewable.
  • The courses are offered in the summer months (usually from June) during the recess period at German universities.

Value

  • One-off scholarship payment of 850 euros; participants from the countries defined by the “OECD-DAC-List” (www.oecd.org/dac/stats/daclist – Least Developed Countries) receive a scholarship of 1,025 euros.
  • Payment of a country-specific travel allowance (exception: Western Europe), see: www.daad.de/rkp-hsk_hwk_isk (an overview of travel allowances for 2015 will be published from November 2014)
  • Payments towards health, accident and personal liability insurance cover

Selection

  • A selection committee reviews applications
  • The most important selection criteria are:

Prof. V. Baryamureeba has called for a review of the whole education system in Uganda to suit the world of work.

Presenting a paper at the 21st Annual Education and Sports Sector Review Workshop held at Imperial Royale recently, the Vice Chancellor of Uganda Technology and Managment University (UTAMU) emphasized the need to shift from a school system and government provision of education to a flexible workplace oriented environment and Public Private Partnerships respectively.

“We should move from issuance of educational Certificates to provision of skills and competences relevant to the labour market instead of churned less employable graduates onto the job market as evidenced in the IUCEA report of 2014,” Prof.

Baryamureeba advised.

He said that though the government white paper on Education Policy Reform 1992 covered what needed to be done in the sector, emphasis shifted to World Bank policies, primary and secondary education and National priorities such as roads, energy and security.

He explained that, “In spite of Private and Public Universities increasing to over 40 once the paper was in place , these higher institutions of learning grapple with Insufficient qualified staff, infrastructure, facilities and laboratories, and insufficient funding.”

He also called for prioritization of education again raising the debate of whether Education is a public or private Good.

Baryamureeba envisages an Education Sector with quality standards and the ability to enforce them, clearly defined mandates for different institutions, a Salary Review Commission and increased funding as well as a Ministry responsible for Higher Education.

“I think that a Ministry of Higher Education Science, Industries and Innovation should be established to tackle the challenges of human resources development relevant to the world of work. This way the Ministry of Basic Education and Sports can concentrate in basic education delivery and its challenges.

Uganda should learn from countries like South Korea, Singapore and Mauritius which have succeeded in this area,” he stressed.

The Commissioner for Higher Education and Training, Robert Odok Oceng said lack of a clearly defined and published philosophy to guide education is responsible for the current inadequacies in skills that are not responsive to the world of work which explains prevalent of underemployment and unemployment.

“Previously, the philosophical foundation of colonial master education in Uganda was to support and ensure the process of colonization, today, another philosophy should be identified and published to guide education at all levels,” he expounded.

Oceng also stressed the need to weed out irrelevant courses from the current curriculum at higher education saying resources should be redirected to a curriculum that arms consumers with skills which are responsive to the world of work.

“Curriculum such as the Pampas of Argentina, the Prairie of Canada and problem that face New York City should be removed from the formal curriculum given that non-formal education provides such information through ICT,” he said.

He also reiterated the need to review the formal education structure adopted from the colonial power and blend it with non-formal education. Oceng clarified that the formal education sector should cater for those who wish to get apprenticeship skills for immediate employ-ability, those who wish to pursue academia to widen their horizon of knowledge and those that will pursue the mix between the two.

On funding, he said Government contributes 0.3% of GDP to higher education against the UNESCO recommendation of 1% of GDP for less developed countries. He explained that Proper funding of higher education has a multiplier effect.

On how the ministry of education and how it has progressed in Skilling Uganda youth right from pre-primary to higher education, both presenters concurred that the current Education system provided today is not sensitive to the immediate needs of the population or relevant to the world of work. They called for an immediate review if not a considerable overhaul of the education sector in Uganda.

The two-day workshop run under the theme “Skilling Uganda for enhanced Productivity and Development”.

Makerere university and University of Bergen launch P.H Greenwood Research consortium to boost fisheries and aquaculture

Makerere University together  with the University of Bergen (UiB), have launched a Greenwood Research Consortium and Collaboration codenamed; “P.H Greenwood Research Consortium”, to boost fishery production and aquaculture in Uganda and East Africa.

According to the Head of Consortium Dr. Gladys Bwanika, the consortium intends to bring together researchers in fish ecology and systematic, biomathematics, aquaculture and fish health from both institutions, to train and teach people and students about fisheries and aquaculture.

“In our five years work plan, we are aiming at running a tropical fisheries school, where we can bring together people interested in learning about fisheries and aquaculture. This will also help us to train and share ideas with local students at Makerere University ,” she added.

The Principal College of Natural Sciences Prof. Joseph Y.T. Mugisha said that, the desired training and developing the fisheries industry in the region will be reached at, through organizing different lectures and seminars.

“We are planning to have an annual lecture that is the P.H Greenwood Annual Lecture. We shall also be running two seminars in a semester to interact with different resourceful people, share knowledge and information on fisheries and aquaculture,” Prof. Mugisha remarked.

In his remarks, the Vice Chancellor Makerere University Prof. John Ddumba-Ssentamu, recognized the opportunity presented to Makerere University by the consortium to be the centre of excellence for research and training in fisheries and aquaculture in Uganda and East Africa.

We are all aware that fish is a lead export and foreign exchange earner for Uganda. This therefore presents an opportunity for Makerere University to become a centre of excellence for research and training not only for the country but for the East African region and Africa as whole. It is my hope that the results of the work of the consortium will contribute to policy-making and improvement of the sector.The Rector of the University of Bergen, Prof. Dag Rune Olsen, emphasized the importance of fisheries when he said that fishery is the most important sector to the feeding world.

“When we look at fisheries and food, fish is well gifted in proteins as compared to other animals; the food print of fish is very different. Fish has a priority in feeding the world with proteins from lakes and oceans which is much eco-friendly.”  And he advised that, “we therefore need to explore and develop this   idea in order to reduce on the competing challenge of food security globally,” advised the Rector.

Greenwood Research Consortium and Collaboration, is part of the long term and fruitful collaboration Makerere University has with the University of Bergen, Norway.

Named in the memory of Peter Humphry Greenwood, who greatly contributed to the fisheries research in the in Uganda, this research collaboration arose from the realization that one of the major hurdles to improved production to fisheries and aquaculture is the lack of science based; sustained campaign of pro-active, collaborative research to support the decision making processes and the development of the industry in Uganda and in the entire East African region.

Speaking on behalf of the Greenwood family, Ms. Jennifer Greenwood appreciated Makerere University for welcoming the idea of developing a consortium in collaboration with University of Bergen in memory of her father, Peter Humphry Greenwood.

She therefore promised to work hand in hand with the University Management and College of Natural Sciences to meet the long term goal of the consortium.

“The long term goal of this consortium is to bring together various areas of research and to develop collaborations to the center of excellence in the whole of East Africa,” she said.

In his presentation made by Mr.

Lucas Ndawula, the Director National Fisheries Resources Research Institute (NaFIRRI) Mr. John Balirwa, acknowledged the role of the Fisheries Research as being active in the rapid expansion and realization of the fisheries production potential in the country.

“We are taking the lead in Bio-manipulation of natural fisheries, water bodies and development of aquaculture in addition to the primary role of monitoring fisheries resources base and impact of the fishing activities,” Mr. Balirwa acknowledged.
