JOB DETAILS:
The Government of Uganda (GOU) has received financing from the International Development Association (IDA) of the World Bank and it intends to apply part of the proceeds to payments tor consulting services to be procured under the project. The Project Development Objective of ERT lll Preject is to increase access to electricity in rural areas of Llganda. Under ERT lll project, the Rural Electrification Agency (REA) will be responsible for implementation ot Component 1 and Sub-component 2.4. The Component 1 (On-grid Energy Access) shall support on-grid investments namely; (i) Grid Extension and Associated Connections; (ii) Grid lntensmca~ tion and Associated Contractions; (m) Household Connections from Existing Lines and (iv) implementation Support for On-grid Energy Access. The Sub-component 2.4 (Quality Assurance for Solar Market Development), which will be implemented in collaboration with the Uganda National Bureau of Standards (UNBS), aims to promote quality assurance and awareness oi solar products to enable the market for affordable, high-quality PV products in rural areas The Contract Management Plan (CMP) outlines the Agency’s commitment to successtul implementation ot the project. it details the structure and approach to be adopted during planning and execution of the ERT ill Grid Extension-projects One oi the pertinent proposals included in the GMP is the requirement for clerk of works for the grid extension lines. These are required in order to support effective and efficient implementation of the projects and will be resident in the respective project areas.
REA is seeking to recruit individuals of high integrity, dedication and commitment for the position five (05) positions of Clerks of Works whose details can be viewed and obtained on the Procurement Notice board at REA offices on www.rea.or.ug
Main Purpose
The Clerks of Works shall be responsible for the day~to-day supervision of the works. They will be resident and shall be responsible for managing quality during construction, adherence to approved construction practices and reporting on the level of deployment of the contractor’s personnel and consultants site team. The Clerk of Works is to maintain full time presence on site, and will directly report to the Senior Project Engineer on the daily progress of works at site. .

Scope of the assignment and Key Responsibilities
• Participate and ensure that the proposed line routes are complied with during implementation
• Ensure that only the approved line materials are used during installation
• Ensure materials are installed according to the approved construction methodology (iv) Verificationof quantifies of materials received on site and used on the project by signing on the site delivery notes
• Ensure proper handling and storage materials on site by the contractor
• Submit the daily log sheets reports indicating the day’s work, weather conditions, compliance to safety, social and environmental requirements
• Examine the approved program for construction, check progress and report to the Senior Project Engineer on a weekly basis;
• On a day-to-day basis, monitor the contractors work program, number of contractor’s specified personnel and equipment on site, quality of works, quality of materials.
• Ensure compliance with the drawings and specifications adherence to all building codes, and Health & Safety regulations at site;
• Keep a record of all issues, and report to the Senior Project Engineer where necessary
• Work with the Consultant to conduct checks and interpreta
• tion of Designs, Drawings and Technical Specifications forwarding any discrepancies to the Senior Project Engineer timely for appropriate action.
• Monitor and ensure that the required standards of quality and accuracy of wo, ensiuifip that samples of materials are taken and results assessed by Consultant;
• Monitor that all construction work is accomplished as required in accordance with the approved work program, and where not, the causes of delays are recorded, and report timely to the Senior Project Engineer.
• Attend to the site on ail occasions and attend all various scheduled site meetings for the Project Works under the Project; and submit written progress reports every two weeks;
• Maintain a diary to record the progress of construction, delays, weather conditions and site visitors, and other significant facts, and submit weekly reports to the Senior Project Engineer.
• Check that the contractor’s work sheets are properly certified in respect of hours worked. Clerk of Works should maintain a record of the same in site diary;
• Maintain a record of the time of reporting and durations spent by the consultant‘s staff on the site;
• Carry out stock condition surveys and prepare reports and records to assist in valuation and management of the works and ensure the project records are well kept and maintained tor completeness and safety;
• Assist the Contract Management to check Payment certificates by comparing with own records;
• Record and report disputes arising out of the Project Activities and report as necessary to the Senior Project Engineer.
• Ensure that the contractor keeps the site tidy.
• Inspect and ensure Consultants approve works before being covered up.
• Ensure that the Contractor adheres to safety regulations. (Safety measures will include provision of safety helmets, boots, guard rails, safety equipment, site signs, first aid equipment, etc.).
• Check and ascertain that the Contractor prepares for Site Meetings as and when they are due.
• Timely and prompt reporting (within an hour or so) of all peculiar occurrences on site to the Contract Management team.
• Any other duties as specified by the Supervisor.

Qualifications
The clerk of works must be aresident in Uganda a tthe respective sites during the whole construction phase of the project, in order to ensure full time supervision and must have:
• A minimum of an ordinary diploma in Construction or Electrical Engineering, a higher diploma will be added advantage
• A minimum of 5 years; working experience in supervision of works related to substation/lrruremission/distribution line construction
• Should be proficient in writing and liuent speaking in English language
• Must have experience oi working in Uganda
• Good interpersonal, communication and public relations skills.
• A proven integrity record
Period of performance
The assignment shall be for a period of 2 (Two) Years subject to probation period of 6 (Six) months, and renewable subject to satisfactory performance.
Reporting:
The Clerk of Works shall report to Senior Project Engineer.
Duty Station:
The clerk of works will be located in Kampala
