Job Title:  Human Resource Officer

About US:

Mukono District Service Commission seeks to recruit new staff to help bolster its vision of being a prosperous Municipality for all and providing quality services within local and national priorities for improved standard of living of Mukono Municipal council.

Key Duties and Responsibilities:  

  • The incumbent will be in charge of staff welfare management for Local Governments;
  • Responsible for the planning and organising of manpower resource through recruitment, deployment, training, utilisation and discharge as per schedule;
  • Providing technical advice to the Council and technical Departments on matters related to Human Resource Management issues;
  • Actively monitoring staff performance through staff Appraisal exercise to ensure quality service delivery;
  • Preparing Human Resource Management work plans, budgets and performance reports as instructed by the supervisor;
  • Interpreting the Human Resource policies, rules, regulations and procedures;
  • Offering technical support to the Management of the payroll of the Local Governments;
  • Compiling, reviewing and keeping custody of the staff lists and related personnel records.

Qualifications, Skills and Experience:  

  • The Human Resource Officer should hold an Honours Bachelor’s Degree in Social Work and social Administration (SWASA) or Human Resources Management or Social Sciences (with Personnel/Human Resource Management as an option) or Management Science or Business Administration (Management) or Arts (with Personnel/Human Resource Management as an option) from a recognized University.
  • Skills in Human Resource Management;
  • Good counselling skills;
  • High ethical standards and integrity;
  • Excellent communication skills;
  • Good time management skills

Age: 25-45 years

All suitably qualified and interested candidates should obtain Public Service Commission Form 3 (Revised 2008), download here, and fill it in Triplicate or pick it from the Secretary to District Service Commission or Public Service Commission Offices on Farmers House Parliamentary Avenue First Floor.

All serving officers should send their applications through their Heads of Departments, who should be reminded of the closing date to avoid delay. The applications should bear the title of the post. Academic qualifications, testimonials, CVs and any other relevant documents should be attached plus three recent passport size photographs.
