About USAID RHITES-N Project:

With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region. RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.

Job Summary:   The Social and Behavior Change Communication (SBCC) Advisor will be a senior member of the project team and work with district, local NGO partners, Ministry of Health, community organizations and other stakeholders to achieve the implementation of integrated health communication campaigns across the seven priority health areas of HIV; Tuberculosis; Malaria; Maternal Newborn and Child Health; Nutrition; Reproductive Health, Family Planning, Water Sanitation and Hygiene. The SBCC Advisor will provide leadership and mentorship to eight community coordinators to ensure that SBC program implementation adheres to appropriate technical standards and guidelines.

Key Duties and Responsibilities: 

  • Provide technical assistance in the design of technical resource materials and implementation of innovative health communication strategies based on evidence to achieve project targets
  • Review and ensure quality assurance of all SBC campaign materials and strategies in accordance to USAID, RHITES N Acholi, Ministry of Health, University Research Council and other key stakeholder policies, guidelines and standards,
  • Liaise with agencies to develop and oversee dissemination of above and below the line SBC messages and campaign materials as well as mentorship of project staff in SBCC
  • Oversee targeted materials and message dissemination at community levels.
  • Share new knowledge and strategies with the respective departments and personnel including District Local Governments, IPC agents and media personnel
  • Provide support in the documentation of project case studies, lessons learnt, best practices in SBC and contribute to the knowledge based through participation in scientific forums and technical networks.

  • Complete detailed strategy write-ups, work plans, and delivers quarterly reports and all other reporting requirements.
  • Conduct formative research for messages and materials development
  • Work with partners to design communication and messaging content.
  • Undertake any other relevant duties as determined by the Chief of Party

Qualifications, Skills and Experience: 

  • The applicant for the Social and Behavior Change Communication (SBCC) Advisor USAID Project job must hold a Bachelor’s Degree or higher in Mass Communication, Social Sciences, Public Health, or other related degree.
  • Master’s degree in health communications, public health management, social sciences, international development, or a related field.
  • Post Graduate training in Strategic communication will be an added advantage
  • Six years of relevant experience working in public health communication programming for development/humanitarian projects/programs in a donor environment, in managing social behavior change communication campaigns, and in monitoring public health communication-related projects of similar scope in a social marketing field. Experience working with USAID programs will be an added advantage.
  • Four years of experience of leadership and management of relevant projects.
  • Experience in working with national and community SBCC intervention programs; Specific hands-on knowledge and skills in planning, designing, implementing and monitoring SBCC programs especially in prevention approaches is mandatory.
  • Demonstrated handling of BCC interventions and hands-on experience in driving targeted SBCC campaigns, and in communication stakeholder management, digital marketing tools, and social media is essential.
  • Knowledge of public health service delivery, community outreaches and social marketing, and experience in working with community health-intervention programs and in dissemination of information through different communication channels.
  • Demonstrable results in previous work environment should reinforce claims to this experience.
  • A motivated, focused, disciplined professional, with the drive and dynamism to work under pressure with competing deadlines, and possess the ability to make an immediate impact.
  • Possess excellent communication, interpersonal, analytical and result-oriented skills, and experience in managing objectives with the customer in mind.

  • Exemplary and honest, with a high level of energy and integrity, and able to work under minimum supervision.
  • Flexible, innovative, with good record keeping, communication, presentation, report-writing, and interpersonal skills.

  • Demonstrable results in previous work environment should reinforce claims to this experience.
