Job Title: Director Credit and Operations (DCO)

The Microfinance Support Centre Limited (MSC) is a linchpin of Government of Uganda

(GOU) micro credit programmes under the Rural Financial Services Strategy. MSC facilitates access to affordable, sustainable and convenient financial and Business Development services to active and productive Ugandans. MSC Ltd supports legally established entities engaged in the value chain namely; production, value addition and marketing enterprises.
MSC offers affordable credit through its network of 13 regional offices spread throughout the country. It has so far served clients in 110 districts in Uganda. It gives priority financing to support the agricultural production value chain namely; production, value addition and marketing.  Besides credit, MSC provides capacity building to its clients including SACCOs, Cooperative Unions, MFIs and SMEs to enable them manage their organizations sustainably.
Job Summary: The Director Credit and Operations (DCO) will steer the Credit function of the Company, manages, coordinates and advises on the provision of credit services to clients and manages the loan portfolio.
Key Duties & Responsibilities:
  • Plan and coordinate management of all credit functions including lending and credit product development, assessment and implementation
  • Oversee and review company credit operations, policies and procedures in line with set strategy
  • Apply professional insight in analysing, growing and report the performance of the loan portfolio to the Executive Director on a monthly and annual basis
  • Manage and spearhead the credit function management at the zonal offices.
  • Offer credit risk management expertise and advice generally, through credit projections for the financial update of the strategic plans and division’s plans
  • Ascertain the independent review of credit facilities, professional recommendations to management credit committee in line with the company’s credit procedures
  • Mentor and supervise performance of staff who directly report to him/her.
  • Provide necessary assistance and leadership to subordinate teams to ensure effective execution of the departmental activities
  • Monitor daily movement of the credit portfolio and ensure a healthy portfolio throughout the year
  • Ensure that credit delivery is effective, responsive and meets customer satisfaction standards
  • Ensure timely preparation and submission of credit work plans, budgets and activity progress reports to Executive Director and other stakeholders
  • Ensure recovery of non-performing assets and provide remedial actions for all overdue recoveries
  • Perform any other duties that may be assigned to him/her by the Executive Director.
Qualifications, Skills and Experience: 
  • The candidate should hold a bachelors and Masters degree in any of the following; Commerce, Finance, Economics, Rural Development, Social Sciences, Business Administration or in any relevant fields of development;
  • A minimum of eight years’ working experience at a senior level in a reputable organization, of which 5 years must be in the financial services sector;
  • Strong leadership skills and ability to meet deadlines with minimal
  • Supervision
  • A self driven person with the highest level of integrity, and impartiality
  • Strong interpersonal and analytical skills
  • Computer literacy skills i.e. proficiency and working knowledge of spreadsheets; e.g., Microsoft Excel.
  • Excellent Management and leadership skills.
  • Detailed knowledge and understanding of Microfinance / financial institution management.

  • Perform any other duties as assigned by supervisor.

  • Operational efficiency of the organisation in dispensing credit/ loans
