Job Tittle: Grants Finance Officer

The National Center for State Courts is inviting applications from qualified candidates with a proven commitment to access to justice and peace building for the position of Grants Finance Officer under the Supporting Access to Justice, Fostering Equity and Peace (SAFE) Program in Uganda funded by USAID.

USAID-SAFE is a five-year development program that seeks to strengthen the Government of Uganda’s capacity with respect to peace building and conflict mitigation.

Job Summary:
The position reports to the Finance Manager. The position is Kampala-based with frequent travel within Uganda. Responsibilities include, but are not limited to:
• Maintain and review monthly and quarterly financial reports and expense reports submitted by grantees.
• Assist grantees with budget planning and execution, including preparation of fiscal reports.
• Review grantee vouchers for accuracy and proper accounting.
• Conduct spot checks on grantees to review financial documents, and assess financial and accounting oversight.
• Design and implement trainings for grantees in USAID and NCSC financial accounting system polices and procedures.
• Keep the Chief of Party, Finance Manager and M&E and Learning Advisor informed on the rate and level of expenditure of grantees.
• Serve as the point of contact for SAFE grantees regarding grant financial operations.
• Perform other related duties as assigned.

Qualifications:
• A University degree in business administration, management, finance or other related degree;
• At least five years of substantive financial management experience;
• Financial management experience with USAID funded projects;
