What next after campus – To make or not to make babies

When you successfully complete campus, one of the realities you will face are the ladies who think that you can now make babies with them. You are done with school after all. What more can you do with life except father a few kids here and there.

So, the other day I met an old friend. It’s been a while since we talked. When we met, I cancelled all the plans I had in the afternoon and off we went to Javas to question ourselves on why we had chucked each other and what plans we had for the future.

Somehow, as we talked and sipped on the cup of coffee we were sharing, the conversation drifted to an unfinished discussion we had had a few years back about the two of us making one or two babies together. I have always tried to avoid this discussion but she keeps bringing it up anyway.

And I don’t even remember how we got there but in my heart I was like you must be kidding me.

“And you know that for us to make babies, something has to be done under the sheets” I contended.

“Yes of course” she cut in, “What’s wrong with that? We are both adults.”

“But even if we have the child” I retorted “how are we going to raise the child because you know that it’s impossible for us to get married right? At least we have discussed and agreed our different religious affiliations can’t allow us to.”

“If we can’t agree on how to raise the child,” she countered, “then we shall take the matter to the parents and they will decide.”

Naye girls can be sharp, she knows that she can get away with this because well, her family and ours have been close since time immemorial. Surely, my parents wouldn’t mind their friend’s daughter who is a consenting adult mothering their grandson.

Perhaps, she also hopes that with a child in the picture, I can relent and accept to get married to her despite my reservations on marrying non-believers.

My response was a stern look and I thought I should become a little more frank.

The first time it happened was back in the day when she said she loved me and I said I loved her too but was constrained by the religious considerations at hand to take matters beyond the platonic friendship or the confessions we shared. Bala David Bwiruka  aka Tiger,  the newly elected Guild President of Makerere University was sworn in on Monday afternoon. The president was sworn in together with other members of the 81st Guild Cabinet comprising of Nyamutooro  Phiona as the Vice President and Odur Derrick as his Prime Minister among others plus the Guild Representative Council (GRC) members.

The ceremony which took place in the University main hall was graced by hundreds of cheering students and witnessed by academic officials.

  Professor Okello Ogwang, the Deputy Vice Chancellor Academics represented the Vice Chancellor, Prof. John Ddumba Sentamu who is currently out of the country. The dean of Students,  Mr Kabagambe Cyrianco was also in attendance.

Present was the outgoing cabinet leaders led by Bwowe Ivan.

Ssemboga Roy,  the chairperson Electoral Commission thanked students for their participation  in the Electoral process and asked for the amendment of the Guild Constitution  to avoid chaos.

In his speech,  Bwowe Ivan,  the outgoing Makerere university Guild President was apologetic to the booing crowd.

“I am sorry for not living up to your expectations and for the moments I got personal… “

“I thank all the members we have worked with and the student community for responding to our call.”

“We fought together 100% tuition policy,  graduation fee increment and meals, the fight is not over,  continue to fight with the new leadership.”

He tasked the incoming leaders to run the different projects left in the pipeline among them electronic voting program.

At the end of his speech,  revolved around apologies,  promises and appreciation,  Bwowe was given a standing ovation.

Incoming cabinet dignitaries were sworn in and handed over files by respective outgoing cabinet ministers.  The GRCs from different colleges and halls were also sworn in.

A moment was reserved for Bala’s mother,  Mrs Margaret Kasiko to say a word before her son could take to the podium.

She was full of praises for Makerere for having made the right choice and reminded her son to uphold the Christian values he was raised unto.

Bala’s turn to speak was greeted by jubilation and praises.  He received a standing ovation and was occasionally interrupted by the joyous audience during his speech.

Confident as always,  Bala reminded the public of his service to a mighty God.

He reflected of how challenging his journey to the race was acknowledging that such tests help make better leaders.

“One thing I want you to learn is hope,  when everything is lost,  the last thing you can lose is hope, ” He said.

He was full of praise to the Electoral commission and the University management despite the court battles that prevailed enabling him to only campaign for four days (his opponents had already campaigned for two weeks).

He further thanked his supporters and pledged a leadership based on consultation.

Bala promised to put to the front the social welfare of the staff,  demand for service delivery  and improving on the security within the University.

He tasked his new cabinet to deliver and threatened a cabinet reshuffle in areas of failure.

Bala finally asked for forgiveness for those he wronged and forgave those that wronged him.

“A Tiger does not brag of its trigitude,  you only see skeletons of an antelope and know the Tiger was here, ” concluded Bala with his legendary comment drawing another standing ovation from the audience.

The dean of Students, Mr Kabagambe Cyrianco had less to say.  He thanked the outgoing leadership and hinted the new cabinet need to live to expectations.

The acting vice chancellor,  Prof Okello Ogwang appealed to work with the new leadership through collectiveness  and dialogue.

He condemned violence that exhibits during elections and called for peace and cooperation between camps.

It should be noted that Bala released his cabinet list an hour to the swearing in ceremony. Among other appointed ministers include,  Kuteesa Ferdinand as the Campus Affairs Minister,  Kijjambu Michael as the Finance Minister and Ndyabahika Davidson as the information minister.

The Speakership and Clerk position are to be filled on Thursday.

Bala David Bwiruka camp is meant to have a victory party tomorrow at his hall of residence,  University hall.

Job Title:  Fiscal Administrator (2 Job Placements)

The AIDS Support Organization (TASO Uganda) is an organisation contributing to a process of preventing HIV infection, restoring hope and improving the quality of Life of persons, families and communities affected by HIV infection and disease.

Job Summary:  The Fiscal Administrator will oversee the support services of a TASO unit by fulfilling administrative and fiscal requirements that include finance and accounting functions, administrative management of centre welfare,  budgetary planning, space allocation and utilization, fiscal and Administrative compliance.

Key Duties and Responsibilities: 

  • Oversee all financial processes, procedures, payments and reconciliation of transactions at a TASO unit and ensure fiscal accountability.
  • Regularly review requisitions and payment vouchers for accuracy.
  • Review local purchase orders and accompanying documents for completeness and correctness.
  • Works in liaison with the center manager in preparing and approving contracts and memorandum of understanding with suppliers, draft bids and contracts.
  • Manage keeping of items in the store in accordance with prescribed health, safety and other standards and also ensure that stock cards and perpetual inventory is updated regularly.
  • Prepare monthly and annual reports for the various TASO activities
  • Implement TASO’s fiscal and operations policies, procedures and guidelines including payment of contractors and suppliers.
  • Manage center security, fleet and    provide all the logistical support.
  • Manage financial transactions to ensure appropriate segregation of duties and compliance with policies as laid in the accounting manual.
  • Develop strategies for effective use of vehicles and motor cycles and ensure their appropriate maintenance and reporting.
  • Take lead in the preparation of annual and other budgets for the Service Centre
  • Ensure that all expenditure vouchers are properly sanctioned and backed by supporting documents
  • Prepare necessary accounting records and books of accounts and also reconcile bank statements and the cash books as guided by the TASO accounting manual.
  • Oversee  the management of store receipts, releases and accounts thereof and maintain up-to-date assets and inventory registers.
  • Set up possible measure to provide for the safety of Centre assets and premises by updating Centre Assets and inventory registers and support the insuring process as per policy.
  • Conduct cost analysis for all centre utilities to guide budget projections.

Key Performance Indicators:

  • Budgets for the Service Centre reviewed
  • Funds obtained and utilized as required for the centre’s operations
  • Payments and financial remittances made as necessary
  • Up-to-date Books of Account available and reconciled
  • Monthly, quarterly and annual financial statements and reports produced.
  • Centre Stores well-coordinated and supervised
  • Assets and inventory well managed
  • Security and fleet well managed

Qualifications, Skills and Experience: 

  • The applicants for the Fiscal Administrator job should possess a good first Degree preferably B.Com (Accounting / Finance) or BBA, plus 2nd Stage of ACCA, CPA or CIMA. A master of Business Administration is an added advantage.
  • At least five years or more of professional work experience with responsibility for accounting, budget and financial management; developing or implementing operational policies and procedures; administration and contract management.
  • Additional Training in Public Administration
  • Working knowledge of programme planning, budgeting, resourcing and auditing.
  • Possess the ability to interpret and follow the accounts chart.
  • Ability to interpret and follow administration and accounting policies, regulations instructions and rules.
