Job Title: Stores Officer
 
The MRC/UVRI Uganda Virus Research Unit on AIDS conducts large-scale epidemiological and intervention studies, clinical trials, virological and immunological research and behavioural studies, and has generated a wealth of research results that have been used to inform policy and practice, and that have led to a large number of scientific publications in peer reviewed journals over time.
The MRC/UVRI with the Sanger Institute is setting up the MRC/UVRI Ugandan Medical Informatics Centre (UMIC) that will be located at the UVRI campus in Entebbe. It will be closely associated with the Ugandan Ministry of Health and other educational and research Institutes in Uganda, as well as pan-African research centres as part of established collaborations with MRC/UVRI.
The central aims of this project are: (1) to develop a medical informatics in Uganda and (2) to develop human research capacity in medical informatics and computational genomics in sub-Saharan Africa (SSA) in collaboration with UK and SSA centres. The UMIC is being developed to capitalise on technological advances in genomics and to ensure the efficient utilisation of data resources in clinical epidemiology and large scale genomics across SSA from on-going research programmes.
Job Summary:
 The Stores Officer will manage the stores and good receipting functions of the MRC and enter all transactions in the Microsoft Dynamics System (MSD) and ensuring that SOPs are followed at all times. The incumbent will keep the stocks safe and secure ensuring that stores operations are run in an efficient and cost effective manner through strict adherence to policies in the receipt, storage, control and issuance of stocks.
Key Duties and Responsibilities: 
  • Receive and verify procurement quantities and quality to be in line with the purchase orders placed and delivery notes, including verification of physical delivery of fuel in Entebbe
  • Oversee the “Goods In” desk and accurately receipt into the MSD and Oracle of all items received from suppliers.
  • Oversee the issuing out of supplies to end users including all field stations from the Entebbe stores, maintaining and ensuring re-order levels for all stores line items, and ensure that the ID of the recipient is correctly entered in the system.
  • Generate the put away lists so that the receipted stock items are correctly put away for storage in their pre assigned bin locations.
  • On receipt of a stock e-requisition on MSD, generate a stores Pick list, to ensure the stores Pick lists are completed by the stores Assistant and the requisitioner is notified via MSD that the stock items are available for collection.
  • In charge of the correct completion of the Item card (with the bin location) for every new item (line) of stock.
  • Since the MSD generates automatic stock replenishment orders, and post holder will be responsible for monitoring the min / max stock levels in the system and to liaise with the stock inventory stakeholder to adjust min / max levels where both parties deem appropriate.
  • Run stock utilisation reports and consumption patterns on a monthly basis to monitor slow moving stock.
  • Identify obsolete /expired items for disposal and those due to expire and advise users accordingly.
  • Run a stock taking query and physical stock take of selected items of stock on a monthly basis to ensure a 100% stock take is undertaken on a rolling monthly basis.
  • Ensure that all hazardous and temperature sensitive items are stored in a suitable storage location.
  • Ensure the Stores assistants under their line management control, comply with, and operate within the MSD system at all times.
  • Carry out quarterly and annual stock counts at the Entebbe Stores and field stations and iron out any discrepancies identified.
  • Conduct daily fuel stock counts and weekly reconciliations
  • Be the primary focal contact person for overseas deliveries through the port and airport liaising closely with the shipping and clearing agent, clear all imported goods with supporting documentation in liaison with Procurement
  • Manage stores, keep records and follow up correspondences and issues related to procurement and delivery of supplies to field offices
  • Supervise and mentor the Stores Assistants and Stores Interns
  • Perform any other duties consistent with the remit of the post.
Qualifications, Skills and Experience: 
  • The Stores Officer should hold a Bachelor’s degree in procurement and supply chain management, inventory and stores management or a related course
  • Additional training or working knowledge of the Microsoft Dynamics System
  • Previous work experience required:
  • A minimum of three t least three years’ experience in a busy store/ warehouse for a large organisation/ institution.
  • Skills in Purchasing and supplies management in a large medical or research services organisation.
