Job Title: Advocacy and Communication Officer

Platform for Labour Action (PLA) is a national human rights civil society organization that was founded in 2000. PLA focuses on human rights and seeks to promote and protect the rights of the vulnerable and marginalised workers through empowerment of communities and the individual. Our target population include children in exploitative forms of work, children at risk of exploitation, informal sector workers infected and affected by HIV/AIDS, women and youth and workers earning below Ushs.

Job Summary: The incumbent will carry out advocacy on behalf of PLA on contemporary issues affecting  vulnerable and marginalized workers. The Advocacy and Communication Officer will mainly coordinate, direct, control, supervises and implements all advocacy related issues and programmes of PLA in relation to national laws and policies, international labour standards and other human rights instruments.

Key Job Duties and Responsibilities:

  • Develop, review for approval and implement an advocacy strategy for Platform for Labour Action in the areas of Labour and Employment.
  • Initiate and coordinate the organization’s advocacy work in relation to national laws and policies, international labour standards and other human rights instruments.
  • Build and maintain working relationships with relevant District and National government and nongovernmental actors and institutions in the area of child labour and HIV/AIDS
  • Deepen contacts as well as partnerships and links with Media, Ugandan civil society, trade unions and the private sector active in labour and employment and network in an effective and efficient manner.
  • Actively coordinate the PLA led Civil Society Organizations Coalitions, maintaining a register for members and supporters, regular communication and updates.
  • Prepare policy briefs, media postings, newspaper weekly summaries, production of newsletters.
  • Organize, attend meetings and workshops on behalf of the organization and represent the organization in meetings and follow up on activities.
  • Significantly contribute to the organizational resource mobilization through participation in proposal writing, conceptualization of the projects
  • Compile and prepare monthly and weekly work plans, implement planned activities, prepare activity, monthly as well as project progress reports.
  • Maintain professional credibility by keeping in touch with new developments in own field.
  • Promote, market and disseminate advocacy related issues and programmes.
  • Actively coordinate the development of advocacy related IEC materials and ensure that they are disseminated
  • Responsible for designing IEC messages and presenting them to the Management for approval and development.
  • Initiate and participate in proposal writing, prepare monthly and weekly work plans.
  • Implement planned activities, prepare activity, monthly as well as project progress reports.
  • Maintain professional credibility by keeping in touch with new developments in own field.
  • Supervise volunteers providing them with consultations, direction and job review on a regular basis.

Qualifications, Skills and Experience:

  • The Advocacy and Communication Officer should hold a Bachelor’s Degree in Development, Law, Human Rights, Mass Communication and Relevant Fields

  • Past exposure and experience of writing and communicating Development issues.
  • Proven ability to quickly respond to emergency issues in timely manner.

The Electoral Commission mandated to organize and conduct the first Guild elections at Uganda Technology and Management University (UTAMU) has been sworn in.

The news team caught up with Kenneth Twesigye, the Chairperson of the Electoral Commission right after the swearing –in ceremony and asked him about his strategy and how he took up the chairperson-ship.

Q: Congratulations! How does it feel to be in this position?

A: I am extremely honored and humbled to have been entrusted with such authority. I am now the Badru Kiggundu of the University. To those who selected me to this position, I am highly indebted to you and I pledge to perform to the best of my ability and deliver free and elections. It is a pleasure to be part of the Uganda Technology and Management University student leadership.

Q: Why do you think you were selected among all other students?

A: I have interacted with most of the students and I think along the way, some of my peers may have spotted competence in me. I am an open minded person, approachable, adaptable and always willing to take up responsibility when opportunity presents itself.

I am confident and a good public speaker which could have been an added advantage. I have made presentations before numerous audiences of both students and staff. I am an active member of the University, have taken part in Innovation Saturday and coordinated information for the Guild Constitution among others things.

Q: How do you intend to deal with election malpractices?

A: I will not be working alone. My team and I intend to come up with a strategy and work at it tactfully. We have absolute capability to organize and conduct these elections and we will present the results with utmost honesty and integrity.

You see, I have a lengthy history in leadership. I hold various leadership roles not only at UTAMU but also in other organizations. I was also once a Deputy Head prefect at St. Paul’s Seminary, Religious Leader at Kings Way High School and President, Science Club and above all, the Founder and Chief Executive Officer of the 21st Century Fortune-Systems. I hold numerous certificates in Leadership, teamwork and many others. So, my experience and leadership skills will also come in handy.

Q: What should the electorate expect?

A: Now that we have been sworn in as stipulated in article 64(7) of the UTAMU Guild Constitution, we will embark on drafting a roadmap for the Guild Elections.

What follows after that will be setting dates for campaigns, sensitization of students on the respective positions they will be contesting for and their requirements.

This whole process will climax into what we expect to be competitive, well planned and executed Guild Elections.
