Job Title: Communication Assistant
The International Committee of the Red Cross (ICRC) is a neutral and independent international humanitarian organisation, which assists and protects victims of armed conflicts and other situations of violence. The ICRC Delegation has an immediate opening for the following position:
Job Summary: The Communication Assistant will primarily strengthen the integration of international humanitarian law (IHL) and basic human rights (HR) in Uganda within the army and police, national authorities and academic institutions.

- Assist in defining general departments objectives and strategies.
- Plan communication activities in accordance with operational priorities of the delegation and ICRC communication policies notably by defining and updating periodical Plans of Action.
- Organise and carry out communication activities with the army, police, national authorities and academics such as specially tailored presentations and workshops, provision and production of reference materials on IHL and HR (such as Power Points or leaflets).
- Develop and maintain networks with influential members of the above mentioned target audiences.
- Take part in external meetings, conferences and fora.
- Strictly apply the internal ICRC financial and administrative procedures.
- Ensure regular monitoring and impact assessment of communication programmes and activities.
- Ensure adequate written reports within ICRC on the activities (e.g. contribution to periodical institutional reports such as Biannual Field Reports (BFR) and give updates during regular delegation meetings.
- Liaise and ensure regular and smooth information flow and coordination of activities with ICRC communication colleagues in the region, Headquarters in Geneva and other relevant delegations.
- Draft minutes of meetings.
- Replace the Communication delegate during absences.
- Take part in internal meetings and in the reflection of the delegation on general operational policies.
- Brief new staff and external contacts on the delegation’s objectives, activities, Red Cross principles and the components of the Red Cross/Red Crescent Movement.
- Respect and observe all staff regulations/procedures of the ICRC in Uganda, including internal security rules.
- Perform any other duties and tasks that may be assigned by supervisor.
Qualifications, Skills and Experience:
- The ideal candidate should preferably hold a Degree in Political Science, International Law, Communication or other Degree in Humanities. Any academic specialisation or Masters in International Humanitarian Law or Human Rights Law or minimum 6 months work experience in this domain is an added advantage.
- At least five years’ experience in Public relations, Journalism, Communication or as an Officer in an International Organisation dealing with similar tasks as outlined above.
- Strong managerial skills a must.
- Computer literacy skills, especially in word processors, spreadsheets and Power point.
- Fluent communication skills and command of spoken and written English. Knowledge in Swahili or French, will be an added value.
- Excellent planning, organizational and analytical skills
- Sense of responsibility and ability to take initiative and to work independently
- Excellent communication and interpersonal skills; ability to coach and motivate
- Flexible and able to work within deadlines
- Possess the ability to represent the Institution with external stakeholders (Local /Regional authorities and Humanitarian actors)
- Proficient reporting skills
- Willing to work in different areas of the Country, periodically.
